Chairman Buttars called the meeting to order at 8:10 a.m.
    
APPROVAL OF MINUTES:

    MOTION:
Sen. Thomas moved to approve the minutes of January 21, 2005.

    The motion passed with Sen. Arent and Sen. Mansell absent for the vote.

1.     S.B. 131 AUTHORIZATION FOR ADDITIONAL JUDICIAL POSITION (Sen. M. Madsen)

    
Sen. Madsen presented the bill to the committee.
    


    Tony Schofield, 4th District Judge, spoke in favor of the bill.
    
    MOTION: Sen. Arent moved to pass S. B. 131 out of committee with a favorable recommendation.

    The motion passed unanimously. Absent for the vote were: Sen. M. Dmitrich and Sen. L.     Hillyard.
    
2.     S.R. 1 SENATE RESOLUTION DISCOURAGING PARTICIPATION IN FREE TRADE AREA OF THE AMERICAS (Sen. D. Thomas)

    
Sen. Thomas presented the bill to the committee .

    Kathlyn Astle, Citizen; Ann Turner, Committee to stop FTAA; Wallace McCormick, Citizen;     Sterling Smith, Citizen, spoke in favor of the bill.

     MOTION: Sen. Thomas moved to pass S.R. 1 out of committee with a favorable     recommendation.

    The motion passed. Voting in the negative was Sen. G. Bell. Absent for the vote were: Sen.     M. Dmitrich and Sen. L. Hillyard.

3. S.B. 47 WRONGFUL LIEN OFFENSES (Sen. B. Evans)

Sen. Evans presented the bill to the committee.

    Mike Wims, Attorney General's Office, and Ken Wallentine, Chairman, ULELL
    Office, spoke in favor of the bill.

     MOTION: Sen. Thomas moved to pass S.B. 47 out of committee with a favorable recommendation.

    The motion passed unanimously. Absent for the vote were: Sen. M. Dmitrich and Sen. L.     Hillyard.

    Sen. Madsen assumed the Committee Chair.

4. S.B.73 TAMPERING WITH EVIDENCE (Sen. D. C. Buttars)
    
    Sen. Buttars presented the bill to the committee


     MOTION: Sen. Arent moved to pass S.B. 73 out of committee with a favorable     recommendation.

     The motion passed unanimously. Absent for the vote were: Sen. M. Dmitrich and Sen. L.      Hillyard.

     MOTION: Sen. Thomas moved to adjourn.

    The motion passed unanimously.

    Sen. Buttars adjourned the meeting at 9:15 a.m.
