General Description:

This bill amends the Health Promotion and Risk Reduction chapter of the Health Code.

Highlighted Provisions:

This bill:

. establishes an advisory committee within the Department of Health to study issues
14
related to autism and infant and toddler immune system disorders; and
15
. requires the department to establish a public awareness campaign for parents and
16
health care professionals regarding the causes and risk factors for autism and
17
immune system disorders in infants and toddlers.

This bill appropriates:
20
. as an ongoing appropriation subject to future budget constraints, $25,000 from the
21
General Fund for fiscal year 2007-08 to the Department of Health.

Be it enacted by the Legislature of the state of Utah:

Section 1.
Section
26-7-4
is enacted to read:

26-7-4. Early immune testing for infants and toddlers -- Public awareness
31
campaign.

(1) The department shall create an advisory panel in accordance with Subsection (2) to:
33
(a) review medical and scientific data regarding any relationship between infant and
34
toddler immune system development and adverse reactions to childhood immunizations;
35
(b) facilitate the development and use of an autism registry in the state to help study the
36
causes of autism;
37
(c) review scientific data regarding the genetic and environmental components of
38
autism and immune system disorders and how that information may lead to preventative
39
measures;
40
(d) create a public awareness campaign based on the findings of the advisory panel to
41
educate parents and health care providers about the causes and risk factors for autism and
42
infant and toddler immune system disorders and any preventative measures that may help avoid
43
the disorders; and
44
(e) report to the Legislature as required by Subsection (3).

(2) (a) The advisory panel required by Subsection (1) shall meet for a two-year period
46
beginning July 1, 2007 and shall have the following members:
47
(i) two physicians with knowledge of pediatrics or genetics, appointed by the Utah
48
Medical Association;
49
(ii) a member of the Autism Council of Utah;
50
(iii) a geneticist appointed by the University of Utah Health Sciences Center;
51
(iv) an immunologist appointed by the University of Utah Health Sciences Center; and
52
(v) the executive director, or his designee.

(b) Members of the advisory panel will not be compensated for their service on the
54
panel.

(c) The department shall serve as staff to the advisory panel.
56
(3) The department shall provide a report to the Legislature's Health and Human
57
Services Interim Committee on or before November 1, 2008 and on or before November 1,
58
2009.

Section 2. Appropriation.
60
As an ongoing appropriation subject to future budget constraints, there is appropriated
61
from the General Fund for fiscal year 2007-08, $25,000 to the Department of Health for
62
staffing the advisory panel and establishing the public awareness campaign described in
63
Section
26-7-4
