LONG TITLE

General Description:

This joint resolution of the Legislature expresses support for the Governor's goal of
11
improving energy efficiency by 20% by the year 2015.

Highlighted Provisions:

This resolution:
14
. expresses support for the Governor's challenge to the state and its citizens to
15
increase energy efficiency by 20% by 2015;
16
. urges collaboration between the state, utilities, regulators, legislators, and other
17
stakeholders to advance energy efficiency in all sectors of Utah's economy; and
18
. urges the citizens of Utah to assess their uses of energy and implement a plan to
19
increase their energy efficiency by 20% by 2015.

Be it resolved by the Legislature of the state of Utah:
24
WHEREAS, energy efficiency and wise use of energy will save Utahns money and
25
increase the competitiveness of Utah's businesses while creating new economic development
26
opportunities for the state;
27
WHEREAS, Governor Huntsman declared October 2006 as Energy Awareness Month
28
as part of his ongoing effort to encourage more Utahns to be energy conscious and adopt
29
energy efficiency and conservation measures;
30
WHEREAS, Utah joins the Federal Government and states across the nation to bring
31
attention to the importance of using energy wisely at home and at the office, highlighting the
32
theme of Energy Independence Depends on US - Choose Wisely, Use Wisely;
33
WHEREAS, Utah is a member of the United States Environmental Protection Agency
34
Clean Energy-Environment State Partnership Program;
35
WHEREAS, as a member of the program, Utah receives technical assistance and
36
recognition as an emerging leader in advancing clean energy, including energy efficiency,
37
while achieving economic benefits and health and environmental protection for Utahns;
38
WHEREAS, Utah's efforts in energy efficiency stand as a model for other states to
39
emulate;

WHEREAS, Governor Huntsman has stated, "We all must do our part at every
41
opportunity to make our lives more energy efficient in our homes, our cars, and where we
42
work. Changing a lightbulb is just the beginning of changing our energy use habits";
43
WHEREAS, Utah has committed to increasing energy efficiency by 20% by 2015, and
44
collaboration, education, and awareness will play a critical role in reaching this goal;
45
WHEREAS, energy efficiency and renewable energy technologies are vital to helping
46
the nation become more energy independent, and Utah can play a key role in that initiative;
47
WHEREAS, all Utahns are encouraged to take simple steps to be more energy efficient,
48
which will save money on energy bills, improve the environment, and reduce dependence on
49
finite fossil fuels; and
50
WHEREAS, many simple energy efficient measures can yield great results:
51
NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
52
expresses support for the Governor's challenge to the state and its citizens to increase energy
53
efficiency by 20% by 2015.

BE IT FURTHER RESOLVED that the Legislature urges collaboration between the
55
State, utilities, regulators, and other stakeholders to advance energy efficiency in all sectors of
56
Utah's economy.

BE IT FURTHER RESOLVED that the Legislature urges the citizens of Utah to assess
58
their uses of energy and implement a plan to increase their energy efficiency by 20% by 2015.

BE IT FURTHER RESOLVED that a copy of this resolution be sent to Utah's natural
60
gas and electrical utilities, the Utah Department of Transportation, the Utah State Office of
61
Education, the Utah Board of Regents, the Utah Department of Natural Resources, the Utah
62
Department of Environmental Quality, and the Utah Public Service Commission.
