             8      General Description:
             9          This bill modifies the Designation of State Highways Act by amending the definitions
             10      of selected state highways.
             11      Highlighted Provisions:
             12          This bill:
             13          .    combines SR-41 into SR-28;
             14          .    eliminates SR-195 from the state highway system;
             15          .    requires the Department of Transportation to study selected highway transfers and
             16      the need for a new state highway prior to November 1, 2007; and
             17          .    makes technical changes.

             30      Be it enacted by the Legislature of the state of Utah:
             31          Section 1. Section 72-4-108 is amended to read:
             32           72-4-108. State highways -- SR-21 to SR-26, SR-28 to SR-30.
             33          State highways include:
             34          (1) SR-21. From the Utah-Nevada state line near Garrison southerly and easterly to
             35      Beaver to Route 160.
             36          (2) SR-22. From Antimony Bridge northerly to Route 62.
             37          (3) SR-23. From Route 91 south of Wellsville northerly through Wellsville, Mendon,
             38      Petersboro, Newton, and Cornish to the Utah-Idaho state line near Weston, Idaho.
             39          (4) SR-24. From Route 50 near Salina southerly through Loa to Hanksville; then
             40      northeasterly to Route 70 at Buckmaster Interchange west of Green River.
             41          (5) SR-25. From Fish Lake Junction on Route 24 northerly to near Bowery Haven
             42      Campground.
             43          (6) SR-26. From Route 126 in Roy easterly to Route 89 in Ogden.
             44          (7) SR-28. From Route 89 in Gunnison northerly through Levan [to the southbound
             45      on- and off-ramps of Route 15 at the South Nephi Interchange] and Nephi to Route 15 north of
             46      Nephi.
             47          (8) SR-29. From Joes Valley Reservoir easterly through Orangeville Junction to Route
             48      10 north of Castle Dale.
             49          (9) SR-30. From the Utah-Nevada state line northeasterly through Curlew Junction to
             50      Route 84 west of Snowville; then beginning again at a junction with Route 15 west of
             51      Riverside easterly through Collinston to Route 91 in Logan; then beginning again at a junction
             52      with Route 89 in Garden City southeasterly through Sage Creek Junction to the Utah-Wyoming
             53      state line.
             54          Section 2. Section 72-4-110 is amended to read:
             55           72-4-110. State highways -- SR-42 to SR-46, SR-48, SR-50.
             56          State highways include:
             57          [(1) SR-41. From Route 15 south of Nephi northerly through Nephi to Route 15 north


             58      of Nephi.]
             59          [(2)] (1) SR-42. From the Utah-Idaho state line near Strevell, Idaho, easterly to Route
             60      30 at Curlew Junction.
             61          [(3)] (2) SR-43. From the Utah-Wyoming state line about 6-1/2 miles west of Manila
             62      easterly through Manila to the Utah-Wyoming state line about three miles east of Manila.
             63          [(4)] (3) SR-44. From Route 191 at Greendale Junction northwesterly to Route 43 in
             64      Manila.
             65          [(5)] (4) SR-45. From the Evacuation Wash Area south of Bonanza northwesterly
             66      through Bonanza to Route 40 southeast of Vernal, near Naples.
             67          [(6)] (5) SR-46. From Route 191 at LaSal Junction easterly to the Utah-Colorado state
             68      line.
             69          [(7)] (6) SR-48. From the Kennecott gate in Copperton northeasterly to 7800 South
             70      then easterly on 7800 South to Route 68 in West Jordan; then beginning again at Route 68
             71      easterly on 7000 South and 7200 South to Route 89.
             72          [(8)] (7) SR-50. From Route 6 in Delta southeasterly to Holden, then northerly to
             73      Route 15 and beginning again at Route 15 Scipio Interchange; then easterly through Scipio and
             74      southeasterly to junction with Route 89 in Salina.
             75          Section 3. Section 72-4-125 is amended to read:
             76           72-4-125. State highways -- SR-191, SR-193, SR-196 to SR-200.
             77          State highways include:
             78          (1) SR-191. From the Utah-Arizona state line south of Bluff northerly through
             79      Blanding, Monticello, and Moab to Route 70 at Crescent Junction; then beginning again from
             80      Route 6 north of Helper northerly through Indian Canyon to Route 40 at Duchesne; then
             81      beginning again from Route 40 at Vernal northerly through Greendale Junction and Dutch John
             82      to the Utah-Wyoming state line.
             83          (2) SR-193. From Route 126 in Clearfield east through the south entrance to Hill Air
             84      Force Base to Route 89.
             85          [(3) SR-195. From Route 266 near Holladay north on Twenty-third East Street to


             86      Route 80.]
             87          [(4)] (3) SR-196. From Route 199 near the control gate at Dugway Proving Grounds
             88      northerly via the Skull Valley Road to the west bound on and off ramps of Route 80 at the
             89      Rowley Junction Interchange.
             90          [(5)] (4) SR-197. From Route 73 northerly on Fifth West Street to Route 89 in Lehi.
             91          [(6)] (5) SR-198. From Route 15 northbound ramps of the North Santaquin
             92      Interchange northeasterly through Spring Lake, to 100 North in Payson; then easterly and
             93      northeasterly through Salem to 300 South in Spanish Fork; then easterly and southeasterly to
             94      Route 6 at Moark Junction.
             95          [(7)] (6) SR-199. From Route 196 north of the Dugway Proving Grounds main gate
             96      northeasterly through Clover to Route 36.
             97          [(8)] (7) SR-200. From Route 61 in Lewiston, approximately three miles west of
             98      Route 91, north to the Utah-Idaho state line.
             99          Section 4. 2007 review of potential state highway system changes.
             100          The department shall:
             101          (1) consider the following state highways for transfer from the state highway system in
             102      accordance with Section 72-4-102 :
             103          (a) SR-186, excluding the Fourth South and Foothill Boulevard portions; and
             104          (b) SR-282;
             105          (2) study the need for a new state highway on the west side of Interstate 15 in Utah
             106      County between Main Street in American Fork and University Parkway in Orem; and
             107          (3) prior to November 1, 2007, report to the Transportation Interim Committee of the
             108      Legislature on:
             109          (a) the status and progress of the highway transfers considered under Subsection (1);
             110      and
             111          (b) the findings of the study conducted in accordance with Subsection (2).
