General Description:

This bill amends the local health department's code.

Highlighted Provisions:

This bill:

. requires local health departments to develop and implement plans to investigate and
13
respond to disease outbreaks, including strengthening:

. the Medical Reserve Corps;
15
. disease surveillance systems; and
16
. emergency preparation and response plans.

Monies Appropriated in this Bill:

This bill appropriates:

. from the General Fund for fiscal year 2007-08 only, to the Department of Health to
20
be used to assist the local health departments to implement the emergency
21
preparedness and surge capacity plans required by Section 26A-1-127.

Be it enacted by the Legislature of the state of Utah:

Section 1.
Section
26A-1-127
is enacted to read:
30
26A-1-127. Surge capacity, surveillance, and community outreach plan.

(1) In addition to the duties listed in Section
26A-1-114
, a local health department shall
32
develop and implement a locally appropriate plan, in coordination with appropriate local, state,
33
and federal partners, to:
34
(a) investigate disease outbreaks;
35
(b) expand outreach and education efforts to employers, schools, and community
36
organizations; and
37
(c) expand local capacity to respond to disasters or disease outbreaks.

(2) The plan required by Subsection (1) shall include as a minimum, details on how the
39
local health department will maintain, train, and strengthen:
40
(a) the Medical Reserve Corps authorized by Section
26A-1-126
;
41
(b) disease surveillance systems;
42
(c) disease outbreak management systems to respond to communicable and food borne
43
illness; and
44
(d) emergency preparation and response plans to address infrastructure capacity and
45
outreach and training to community partners.

Section 2. Appropriation.

There is appropriated $500,000 from the General Fund for fiscal year 2007-08 only, to
48
the Department of Health to be used to assist the local health departments with carrying out the
49
surge capacity, emergency and community preparedness, and outreach provisions of Section
50
26A-1-127
.
