LONG TITLE

General Description:

This bill amends the local health department's code.

Highlighted Provisions:

This bill:

. requires local health departments to develop and implement plans to investigate and
13
respond to disease outbreaks, including strengthening:
14
. the Medical Reserve Corp;
15
. disease surveillance systems; and
16
. emergency preparation and response plans.

Monies Appropriated in this Bill:

This bill appropriates:
19
. as an ongoing appropriation subject to future budget constraints, $2 million from the
20
General Fund for fiscal year 2007-08, to the Department of Health to be used to
21
assist the local health departments to implement the emergency preparedness and
22
surge capacity plans required by Section 26A-1-127.

Be it enacted by the Legislature of the state of Utah:

Section 1.
Section
26A-1-127
is enacted to read:
31
26A-1-127. Surge capacity, surveillance, and community outreach plan.

(1) In addition to the duties listed in Section
26A-1-114
, a local health department shall
33
develop and implement a locally appropriate plan, in coordination with appropriate local, state,
34
and federal partners, to:
35
(a) investigate disease outbreaks;
36
(b) expand outreach and education efforts to employers, schools, and community
37
organizations; and
38
(c) expand local capacity to respond to disasters or disease outbreaks.

(2) The plan required by Subsection (1) shall include as a minimum, details on how the
40
local health department will maintain, train, and strengthen:
41
(a) the Medical Reserve Corp authorized by Section
26A-1-126
;
42
(b) disease surveillance systems;
43
(c) disease outbreak management systems to respond to communicable and food borne
44
illness; and
45
(d) emergency preparation and response plans to address infrastructure capacity and
46
outreach and training to community partners.

Section 2. Appropriation.

There is appropriated as an ongoing appropriation subject to future budget constraints,
49
$2 million from the General Fund for fiscal year 2007-08, to the Department of Health to be
50
used to assist the local health departments with carrying out the surge capacity, emergency and
51
community preparedness, and outreach provisions of Section
26A-1-127
.
