Mr. Speaker:

    The Transportation Committee reports a favorable recommendation on H.B. 217, CELL PHONE RESTRICTION FOR TEEN DRIVERS, by Representative K. Holdaway, with the following amendments:

1.    Page 1, Line 20:    Delete "and" and insert
        ". provides that enforcement for the wireless telephone prohibition shall be only as a secondary action; and"

2.    Page 2, Line 51:     After line 51 insert:
        "(5) Enforcement of this section by a state or local law enforcement officer shall be only as a secondary action when the vehicle has been detained for a suspected violation by any person in the vehicle of Title 41, Motor Vehicles, other than this section, or for another offense."
