    The Government Operations and Political Subdivisions Committee reports a favorable recommendation on S.J.R. 12, RESOLUTION AMENDING UTAH CONSTITUTION, by Senator J. Valentine, with the following amendments:
1.    Page 1, Line 15:    After "to the" delete "first Tuesday after the third" and insert         "fourth"
2.    Page 2, Line 31:    After "on the" delete "first Tuesday after the third" and insert "fourth"
