Rep. Ray called the meeting to order at 7:40 a.m.

MOTION:    Rep. Riesen moved to approve the minutes of the January 26, 2007 meeting. The motion passed unanimously with Rep. Buxton and Rep. Litvack absent for the vote.

Rep. Ray relinquished the chair to Rep. Menlove.


H.B. 235    Abortion Law Revisions (Rep. P. Ray)

Rep. Ray presented H.B. 235 to the committee.

Spoke in opposition to the bill:    Karrie Galloway, Planned Parenthood Association of Utah
                        Melissa Larsen, Planned Parenthood Association of Utah
                        Bill Lee, citizen

Spoke in favor of the bill:    Maryann Christensen, Utah Eagle Forum
                        Rep. Kerry Gibson

MOTION:    Rep. Sandstrom moved to delete in title and body H.B. 235 and replace it with
        1st Substitute H.B. 235. The motion passed with Rep. Litvack and Rep. Riesen voting in opposition to the motion.

MOTION:    Rep. Harper moved to pass 1st Substitute H.B. 235 out favorably. The motion passed with Rep. Litvack and Rep. Riesen voting in opposition to the motion.

S.B. 89    Revising Death Certificates (Sen. C. Walker)

Sen. Walker presented S.B. 89 to the committee.

MOTION:    Rep. Menlove moved to pass S.B. 89 out favorably. The motion passed unanimously.

MOTION:    Rep. Dougall moved to place S.B. 89 on the Consent Calendar. The motion passed unanimously.


H.B. 276    Health Facility Committee Amendments (Rep. C. Herrod)

MOTION:    Rep. Dougall moved to amend the bill as follows:

1.    Page 2, Lines 36 through 47 :    

             36          (d)
{   one representative   }        two representatives       of the nursing care facility industry;

             37          (e) one registered nurse, licensed to practice under Title 58, Chapter 31b, Nurse
             38      Practice Act;
             39          (f) one professional in the field of mental retardation not affiliated with a nursing care
             40      facility;
             41          (g) one licensed architect or engineer with expertise in health care facilities;
             42          (h) two representatives of [health care facilities, other than nursing care facilities or
             43      hospitals,] assisted living facilities licensed under this chapter; [and]
             44          (i) [four] two consumers, one of whom has an interest in or expertise in geriatric
             45      care[.];
  and      

             46          (j) one representative from
  either       a home health care provider        or a hospice provider       ;      {   and

             47          (k) one representative from a hospice provider.  
}


The motion to amend the bill passed unanimously.

Rep. Harper presented H.B. 302 to the committee.

MOTION:    Rep. Dougall moved to adjourn the meeting. The motion passed unanimously with Rep. Sandstrom absent for the vote.

Rep. Ray adjourned the meeting at 5:00 p.m.
