Rep. Menlove called the meeting to order at 8:10 a.m.
MOTION: Rep. Litvack moved to approve the minutes of the February 2, 2007 meeting. The
motion passed unanimously with Rep. Riesen and Rep. Ray absent for the vote.
H.B. 114 Prisoner Long-term Health Care (Rep. J. Biskupski)
Rep. Biskupski presented H.B. 114 to the committee, assisted by Ann Hart, a former long-term
care ombudsman for Salt Lake County.
MOTION: Rep. Litvack moved to delete in title and body H.B. 114 and replace it with
1st Substitute H.B. 114, "Prisoner Long-term Health Care." The motion passed
unanimously with Rep. Riesen absent for the vote.
MOTION: Rep. Ray moved to pass 1st Substitute H.B. 114 out favorably. The motion passed
unanimously with Rep. Riesen absent for the vote.
MOTION: Rep. Litvack moved to place 1st Substitute H.B. 114 on the Consent Calendar. The
motion passed unanimously with Rep. Riesen absent for the vote.
H.B. 242 Medicaid False Claims Act Amendments (Rep. B. Last)
MOTION: Rep. Buxton moved to delete in title and body H.B. 242 and replace it with
1st Substitute H.B. 242, "Medicaid False Claims Act Amendments." The motion
passed unanimously with Rep. Litvack and Rep. Riesen absent for the vote.
MOTION: Rep. Dougall moved to amend 1st Substitute H.B. 242 as follows:

in favor of the motion. Rep. Buxton, Rep. Dougall, Rep. Harper, and Rep.
Sandstrom voted in opposition to the motion.
