Representative Fowlke called the meeting to order at 2:08 p.m.

MOTION:    Rep. Aagard moved to approve the minutes of the January 31, 2007 meeting. The motion passed unanimously with Rep. Grover, Rep. Hutchings, and Rep. Wheatley absent for the vote.

Rep. Fowlke relinquished the chair to Rep. Aagard.


H.B. 128    Divorce Orientation (Rep. L. Fowlke)

Rep. Fowlke presented H.B. 128 to the committee.

MOTION:    Rep. Garn moved to delete in title and body H.B. 128 and replace it with
        1st Substitute H.B. 128. The motion passed unanimously.

MOTION:    Rep. Biskupski moved to amend the bill as follows:

The motion to amend the bill failed with Rep. Biskupski, Rep. Johnson, Rep. Wheatley, and Rep. Wyatt voting in favor of the motion.

MOTION:    Rep. McGee moved to proceed to the next item on the agenda. The motion passed with Rep. Allen, Rep. Biskupski, Rep. Johnson, Rep. McGee, Rep. McIff, Rep. Wheatley, and Rep. Wyatt voting in favor of the motion. Rep. Bird, Rep. Garn, Rep. Grover, Rep. Hutchings, Rep. Fowlke, and Rep. Aagard voted in opposition to the motion.

Rep. Fowlke resumed the chair.


H.B. 147    Restitution Amendments (Rep. K. Garn)

MOTION:    Rep. Garn moved to delete in title and body H.B. 147 and replace it with
        1st Substitute H.B. 147. The motion passed unanimously.

Rep. Garn presented 1st Substitute H.B. 147 to the committee, assisted by Mel Wilson, former Davis County Attorney, representing Utah Victims' Council.

MOTION:    Rep. Hutchings moved to pass 1st Substitute H.B. 147 out favorably. The motion passed unanimously.

MOTION:    Rep. Allen moved to place 1st Substitute H.B. 147 on the Consent Calendar. The motion passed unanimously.





H.B. 350    Marriage Preparation Education (Rep. R. McGee)

Rep. McGee presented H.B. 350 to the committee, assisted by Lynette Rasmussen, Director of Office of Work and Family Life, Workforce Services. A handout was provided to committee members.

Spoke in favor of the bill:    Karen Silver, Salt Lake Area Community Action Program

MOTION:    Rep. Grover moved to pass H.B. 350 out favorably. The motion passed with Rep. Bird voting in opposition to the motion and Rep. Allen and Rep. Garn absent for the vote.


S.B. 86    Repeal of Libel and Slander Provisions (Sen. S. McCoy)


Sen. McCoy presented S.B. 86 to the committee. A handout was provided.

MOTION:    Rep. Wyatt moved to pass S.B. 86 out favorably. The motion passed unanimously with Rep. Allen and Rep. Garn absent for the vote.

MOTION:    Rep. Wyatt moved to place S.B. 86 on the Consent Calendar. The motion passed unanimously with Rep. Allen and Rep. Garn absent for the vote.

MOTION:    Rep. Grover moved to adjourn the meeting. The motion passed unanimously.

Rep. Aagard adjourned the meeting at 3:28 p.m.
