MOTION: Rep. Frank moved to approve the minutes of the February 19, 2007 meeting. The
motion passed unanimously with Rep. Newbold absent for the vote.
1st Sub. S.B. 203 Disclosure of Property Tax Information (Sen. H. Stephenson) (Rep. W.
Harper)
Sen. Stephenson assisted by Mark Buchi, Holme Roberts and Owen, introduced the bill and
explained it to the committee.
MOTION: Rep. Harper moved to transmit the bill with a favorable recommendation. The
motion passed unanimously with Rep. Barrus, Rep. Bigelow, Rep. Cosgrove, Rep. Last, and Rep.
McGee absent for the vote.
MOTION: Rep. Harper moved that 1st Sub. S.B. 203 be placed on the consent calendar. The
motion passed unanimously with Rep. Barrus, Rep. Bigelow, Rep. Cosgrove, Rep. Last, and Rep.
McGee absent for the vote.
1st Sub. S.B. 171 Research Activities Tax Credit Amendments (Sen. H. Stephenson) (Rep.
J. Dougall)
Sen. Stephenson assisted by Greg Fredde, Merit Medical, introduced the bill and explained it to the
committee.
MOTION: Rep. Hughes moved to transmit the bill with a favorable recommendation. The
motion passed unanimously with Rep. Barrus, Rep. Bigelow, Rep. Cosgrove, Rep. Last, and Rep.
McGee absent for the vote.

MOTION: Rep. Frank moved that 1st Sub. S.B. 74 be placed on the consent calendar. The
motion failed with Rep. Johnson and Rep. Moss voting in opposition and Rep. Barrus, Rep.
Bigelow, Rep. Cosgrove, Rep. Hughes, Rep. Last, and Rep. McGee absent for the vote.

1st Sub. H.B. 415 Real Estate Related Transactions and Regulation (Rep. J. Dougall)
MOTION: Rep. Dougall moved to delete in title and body 1st Sub. H.B. 415 and replace it with
2nd Substitute H.B. 415 Title Insurance and Real Estate Related Transactions and Regulation. The
motion passed unanimously with Rep. Barrus, Rep. Bigelow, Rep. Cosgrove, Rep. Last, and Rep.
McGee absent for the vote.
Rep. Dougall assisted by Paul Newton, President, Utah Land Title Association, introduced the bill
and explained it to the committee. The following individuals spoke to the bill:

MOTION: Rep. Johnson moved to transmit 2nd Sub. H.B. 415 with a favorable
recommendation. The motion passed with Rep. Last and Rep. Newbold voting in opposition and
Rep. Cosgrove and Rep. McGee absent for the vote.
Rep. Frank relinquished the chair to Rep. Dougall.
H.B. 436 Municipal Energy Sales and Use Tax Revisions (Rep. G. Hughes)
Rep. Hughes introduced the bill and explained it to the committee. Morris Jackson, Questar Gas,
and Lincoln Shurtz, Utah League of Cities and Towns, spoke to the bill.
MOTION: Rep. Harper moved to transmit the bill with a favorable recommendation. The
motion passed unanimously with Rep. Newbold absent for the vote.
MOTION: Rep. Johnson moved to adjourn. The motion passed unanimously with Rep.
Newbold absent for the vote.
