Committee Chair Dayton called the meeting to order at 3:37 p.m. and apologized for the meeting starting late.

MOTION: Sen. Bell moved to approve the minutes of January 5, 2007, and January 7, 2007.

The motion passed unanimously with Sens. Bramble, Jones and Romero absent at the time of the vote.



1. S.B. 174 Education Transportation Amendments

Sen. Peterson presented the bill. Paul Gottfredson, Business Administrator, South Sanpete School District, spoke in support.

MOTION: Sen. Hillyard moved to pass S.B. 174, Education Transportation Amendments, out of committee with a favorable recommendation.

The motion passed unanimously with Sens. Bramble, Jones and Romero absent at the time of the vote.

2. S.B. 57 High School Graduation Amendments

Sen. Mark B. Madsen proposed a substitute bill.

MOTION: Sen. Hillyard moved to delete S.B. 57, High School Graduation Amendments, in title and body and replace it with 1st Sub. S.B. 57, High School Graduation Amendments.

The motion passed unanimously with Sens. Bramble, Jones and Romero absent at the time of the vote.

Sen. Madsen presented the substitute bill. Steve Peterson, Utah School Boards Association and Superintendents Association; Heather Bennett, Salt Lake City School Board, and Debra Tabor, Utah PTA, spoke in opposition. Troy Christensen, a home school student, and Gary Crofts, a charter school student, spoke in support.

MOTION: Sen. Bramble moved to pass 1st Sub. S.B. 57, High School Graduation Amendments, out of committee with a favorable recommendation.

The motion passed with Sen. Bell voting in opposition and Sens. Hillyard, Jones and Romero absent at the time of the vote.

3. H.C.R. 4 Resolution Encouraging State Universities' and School Institutional Trust Lands' Efforts in Enhancing State Trust Lands

Rep. Eric K. Hutchings presented the resolution. Kim Christy, Assistant Director, School Institutional Trust Lands Association, spoke in support.

MOTION: Sen. Bell moved to pass H.C.R. 4, Resolution Encouraging State Universities' and School Institutional Trust Lands' Efforts in Enhancing State Trust Lands, out of committee with a favorable recommendation.




The motion passed unanimously with Sens. Bramble, Hillyard and Romero absent at the time of the vote.

4. 1st Sub. H.B. 215 School Reporting Amendments

Rep. Karen W. Morgan presented the bill. Holly Langton, Utah PTA, and Kim Campbell, Utah PTA, spoke in support.

MOTION: Sen. Jones moved to pass 1st Sub. H.B. 215, School Reporting Amendments, out of committee with a favorable recommendation.

The motion passed unanimously with Sens. Bramble and Hillyard absent at the time of the vote.

MOTION: Sen. Jones moved to adjourn. The motion passed unanimously with Sens. Bramble and Hillyard absent at the time of the vote.

Chair Dayton adjourned the meeting at 5:00 p.m.
