Committee Chair Knudson called the meeting to order at 8:05 a.m.

     MOTION: Sen. McCoy moved to pass the minutes of the January 23, 2007 meeting.

    The motion passed unanimously.

1.    S.B. 139 Legislative Management Committee Membership (C. Bramble)

    Sen. Bramble explained the bill,

     MOTION: Sen. Buttars moved to pass the bill out favorably.

    The motion passed with Sen. Jenkins absent for the vote.

2.    S.B. 30 Creation of New School District Amendments (C. Walker)

    
Sen. Walker proposed a substitute bill.

     MOTION: Sen. Buttars moved to adopt the 1st Sub. S.B. 30.


    The motion passed with Sen. Jenkins absent for the vote.

    Sen. Walker explained the substitute bill.

    The following individuals spoke in opposition to the bill.

            Bill Applegarth, Riverton Mayor
            Barry Newbold, Supt., Jordan School District
             Brad Markus, Riverton City Council

    The following individuals spoke in support of the bill.

            Steven Hopkins, Small District Coalition        
            Steve Barth, represeenting South Salt Lake City
            Laura Pinnock, Small Districts Coalition            

     MOTION: Sen. Jenkins moved to pass the substitute bill out favorably.

    The motion passed with Sen. Romero voting in opposition to the bill.

3.    S.B. 119 Municipal License Fee or Tax on Public Assembly Facilities
     (B. Goodfellow)

    The bill was not considered.

4.    S.B. 98 Governmental Immunity for Trails (D. C. Buttars)

    
The bill was not considered.

5.    S.B. S.B. 141 Commission and Council Seats in Counties of the First and Second
    Class
(S. Killpack)

    The bill was not considered.

6.    H.B. 60 Notary Public Revisions (G. Donnelson)

    
Rep. Donnelson explained the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously.

7.    H.B. 62 Lobbyist Disclosure Technical Amendments (G. Donnelson)

    
Rep. Donnelson explained the bill.



     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously.

8.    H.B. 10 Open and Public Meetings Act Amendments (W. Harper)

    
Rep. Harper proposed the following amendment to the bill.

1.    Page 4, Lines 90 through 91 :    

             90          (c) the substance of all matters proposed, discussed, or decided by the public body
             91     
{   including   }        which may include       a summary of comments made by members of the public body;


2.    Page 4, Lines 96 through 97 :    

             96          (f) the substance, in brief, of [their] the testimony or comments provided by
{   each

             97      person named in  
}
  the public under       Subsection (2)(e); and


     MOTION: Sen. McCoy moved to accept the proposed amendment.

    The motion passed unanimously.

    Rep. Harper explained the bill as amended.

    Karen Silvers, Advocate for Salt Lake Community Action Program, spoke in support of the bill.

     MOTION: Sen. Buttars moved to pass the bill out favorably as amended.

    The motion passed unanimously.

Committee Chair Knudson adjourned the meeting at 9:00 a.m.
