Committee Chair Knudson called the meeting to order at 4:15 p.m.

     MOTION: Sen. Hickman moved to approve the minutes of the February 9, 2007 meeting.

    The motion passed unanimously with Sen. Jenkins, and Sen. McCoy absent for the vote.

1.    S.B. 231 Veterans Amendments (F. Fife)

    
Sen. Fife explained the bill.

    Aaron Johnson, President, Utah Disabled Veterans, spoke in support of the bill.

     MOTION: Sen. Buttars moved to pass the bill out favorably.

    The motion passed unanimously.

    Sen. Hickman assumed the Chair.

2.    S.B. 241 Election Law Modifications (P. Knudson)

    Sen. Knudson explained the bill.



    Scott Hogensen, Chief Deputy Clerk, Summit County, spoke of the benefits of the bill.

    Sen. Romero proposed the following amendment:

1.    Page 4, Line 93:            After "5 p.m." delete "on the day" and insert
                        "three days"

     MOTION: Sen. Romero moved to adopt the amendment.

    The motion passed unanimously.

     MOTION: Sen. Jenkins moved to pass the bill out favorably as amended.

    The motion passed unanimously.

    Chair Knudson resumed the Chair.

3.    Reconsideration of S.B. 231 Veterans Amendments (F. Fife)

    
MOTION: Sen. McCoy moved to reconsider the committee action on S.B. 231.
    
    
The motion passed unanimously.

    Sen. Fife asked the committee to adopt the following amendment:

1.    Page 1, Lines 20 through 21 :    

             20      Other Special Clauses:
             21          
{   None   }        This bill coordinates with H.B. 426, Change to the Department of Veterans' Affairs, by providing a technical change.      


2.    Page 2, Line 35 :    

             35      services.
 

Section 2. Coordinating S.B. 231 with H.B. 426 -- Technical change.
If this S.B. 231 and H.B. 426, Change to the Department of Veterans' Affairs both pass, it is the intent of the Legislature that the funding appropriated to the Division of Veterans' Affairs in this bill be appropriated to the Department of Veterans' Affairs.  

    
     MOTION: Sen. McCoy moved to adopt the amendment.



    The motion passed unanimously.

     MOTION: Sen. Buttars moved to pass the bill out favorably as amended.

    The motion passed unanimously.

4.    H.B. 246 Campaign Contribution Amendments (J. Dougall)

    
MOTION: Sen. Hickman moved to send the bill to the Rules Committee.

    The motion passed with Sen. McCoy and Sen. Romero voting in opposition.

    Sen. Jenkins assumed the Chair.

5.    H.B. 89 Government Assistance Expenditure Report (M. Morley)

    
Rep. Morley explained the bill.

    Karen Silver, Salt Lake Community Action Program, spoke in support of the bill.

     MOTION: Sen. Buttars moved to pass the bill out favorably.

    The motion passed with Chair Knudson and Sen. Hickman absent for the vote.

    Chair Knudson resumed the Chair.

6.    H.B. 103 Statewide Mutual Aid Act (C. Oda)

    Rep. Oda explained the bill.

    Jeff Graviet, Deputy Director, Homeland Security, gave additional information on the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed with Sen. Hickman and Sen. McCoy absent for the vote.

7.    H.B. 223 Voter Information Website (W. Harper)

    Rep. Harper explained the bill.


     MOTION: Sen. Buttars moved to pass the bill out favorably.

    The motion passed with Sen. Hickman and Sen. McCoy absent for the vote.

8.    H.B. 327 State Agency Timely Adoption of Administrative Rules (D. Clark)

    Rep. Clark explained the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed with Sen. Hickman and Sen. McCoy absent for the vote.

     MOTION: Sen. Buttars moved to place the bill on the Consent Calendar.

    The motion passed unanimously.

9.    H.C.R. 3 Resolution Urging Congress to Stop Internet Pornography to Children
    and Employees
(B. Daw)

    
Rep. Daw explained the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously.

    Sen. Buttars assumed the Chair.

10.    H.J.R. Resolution Urging United States Withdrawal from Security and Prosperity
    Partnership of North America
(S. Sandstrom)

    
MOTION: Sen. Jenkins moved that this bill be first on the agenda of the next meeting.

    The motion passed with Chair Knudson and Sen. Hickman absent for the vote.
