Committee Chair Buttars called the meeting to order at 8:03 a.m.
MOTION: Sen. Christensen moved to approve the minutes of the January 23, 2007 meeting.
The motion passed unanimously with Sen. Goodfellow absent at the time of voting.
1. H.B. 16 Designated Mental Retardation Professional Amendments (R. Menlove)
Rep. Menlove explained the bill.
Nate Wood, President-elect, Utah Assn. Marriage & Family Therapy, spoke in support of the bill.
Joyce Dalcourt, ARC of Utah, also spoke in support of the bill.
MOTION: Sen. McCoy moved to pass the bill out favorably and place it on the consent calendar.
The motion passed with Sen. Goodfellow absent for the vote.
2. S.B. 124 Dental Hygienist Licensing Act Amendments (M. Waddoups)
Sen. Waddoups introduced Alison Carlisi, Utah Dental Hygienist Association.
Ms. Carlisi spoke in support of the bill.
Sheri Eurick, Utah Dental Hygienist Association, read a letter from Dr. Robert Soderberg expressing support of the bill.

3. S.B. 107 Notice of Available Charity Care (M. Waddoups)
MOTION: Sen. McCoy moved to replace S.B. 107 with First Substitute S.B. 107, "Notice of Available Charity Care."
The motion passed unanimously with Sen. Goodfellow absent for the vote.
Sen. Waddoups explained the bill.
Alan Dayton, Intermountain Health Care, spoke in support of the bill and commented that he will be suggesting additional wording to the bill.
MOTION: Sen. McCoy moved to pass the substitute bill out favorably.
The motion passed unanimously.
4. S,B. 61 Portability of Medical Assistance Funds
The bill was not considered.
5. S.B. 146 Prescriptive Practice of Legend Drugs (P. Knudson)
MOTION: Sen. Knudson moved the following amendment to the bill:

159 (b) Except for urgent medical problems, or cross-coverage and on-call situations, the
160 medical examination of the patient required in Subsection (3)(a)(iii) must be conducted in
161 person by:
162 (i) the prescribing practitioner; or
163 (ii) a practitioner within the group in which the prescribing practitioner practices.
(c) A practitioner who complies with the provisions of Section 58-17b-620 is considered in compliance with the provisions of this Subsection (3).
The motion passed unanimously.
Sen. Knudson explained the bill as amended.
