Chair Madsen called the meeting to order at 4.16 p.m and announced that the order of the
agenda would be changed.
1. S.B. 248 Parent and Child Amendments
Sen. Curtis S. Bramble proposed a substitute bill.
MOTION: Sen. Jones moved to delete in title and body S.B. 248, Parent and Child
Amendments, and replace it with 1st Sub. 248, Parent and Child Amendments.
The motion passed unanimously with Sens. Eastman, Fife, Killpack and Stowell absent at the
time of the vote.
Sen. Bramble presented the substitute bill and proposed an amendment.
MOTION: Sen. Jones moved to amend 1st Sub. 248, Parent and Child Amendments, with the
following amendment:
Page 2, Line 40: Delete "62A-41-201" and insert "62A-4a-201"
The motion passed unanimously with Sens. Eastman, Fife, Killpack and Stowell absent at the
time of the vote.
Those speaking in support of the bill were LaVar Christensen, former representative and original
bill sponsor; Dan Witte; Paul Mero, President, Sutherland Institute; and Gayle Ruzicka,
President, Utah Eagle Forum. Those speaking in opposition were Stewart Ralphs, Executive
Director, Legal Aid Society; Harris Sondak, Professor, David Eccles College of Business; David
Spatafore, and Lauren Barrows.
MOTION: Sen. Eastman moved to pass 1st Sub. S.B. 248, Parent and Child Amendments, out
of committee with a favorable recommendation as amended.
The motion passed with Sen. Jones voting in opposition and Sen. Fife absent at the time of the
vote.
2. S.B. 68 Funding for Tourism Promotion
Sen. Wayne L. Niederhauser proposed a substitute bill.
MOTION: Sen. Jones moved to delete in title and body S.B. 68, Funding for Tourism
Promotion, and replace it with 1st Sub. S.B. 68, Funding for Tourism Promotion.
The motion passed unanimously with Sen. Fife absent at the time of the vote.
Sen. Niederhauser presented the substitute bill.
Those speaking in support were Mont Evans, Utah Restaurant Association; Tim Guinney,
Gastronomy Restaurants; Melva Sine, President/CEO Utah Restaurant Association, who
distributed literature to committee members; Joel LaSalle, Oasis Café; Gary Gruber, Chairman,
Utah Restaurant Association, and Jason Kassing, Kassing Andrews Advertising.
Those speaking in opposition were Steve White, Utah County Commissioner; Wayne Jones,
Executive Director, Salt Lake Valley Lodging Association; Barbara Riddle, CEO, Davis County
Convention Bureau; Alan Hansen, Chairman, Davis County Commission, and Brent Gardner,
Association of Counties.
Kassing Andrews Advertising presented a video of proposed restaurant ads.
Rebecca Roswell, Assistant General Counsel, Office of Legislative Research and General
Counsel, answered committee questions.
MOTION: Sen. Jones moved to adjourn. The motion passed unanimously with Sens. Eastman
and Killpack absent at the time of the vote.
Chair Madsen adjourned the meeting at 5:55 p.m.
