2.     Page 5, line 122:    Delete "other persons" and insert "persons other than small businesses, businesses, or local governmental entities"

3.     Page 6, line 162:    After line 162, insert:
        "Section 3. Effective date.
        This bill takes effect on July 1, 2007."
