General Description:

This bill requires the Department of Transportation to complete a study of east-west

transportation improvements in Salt Lake County
and identify the need for similar studies in other areas
of the state

Be it enacted by the Legislature of the state of Utah:

Section 1. Study of Salt Lake County east-west transportation improvement
30
needs.

(1) The executive director of the Department of Transportation shall
{

}
:
(a)
in coordination
32
with a representative of the metropolitan planning organization, as defined in Section
33
72-1-208.5
,
that includes a county of the first class:
34
{
(a)
}
(i)
study the following east-west transportation route improvements in Salt Lake
35
County between the 2100 South Corridor and the southern end of the county and between
36
Interstate 15 and SR-111:
37
{
(i)
}
(A)
construction of one or more limited-access highways;
38
{
(ii)
}
(B)
improvements to the existing system of arterial highways including whether
39
additional arterial highways should be constructed; and
40
{
(iii)
}
(C)
development of other multi-modal transportation projects;

{
(b)
}
(ii)
identify:

{
(i)
}
(A)
a minimum of three potential corridors for one or more limited-access highways
43
under Subsection (1)(a)(i)
(A)
;

{
(ii)
}
(B)
a minimum of four potential arterial system improvements or additional arterial
45
highways under Subsection (1)(a)
{
(ii)
}
(i)(B)
; and

{
(iii)
}
(C)
alternative overpass, interchange, and intersection designs for each alternative

identified under Subsections (1)(b)(i)
(A)
and

(ii)

hold one or more public hearings to assist in:

should be conducted and the estimated cost of each study; and
(c) examine whether the current process of identifying and planning for improvements to the
existing state highway system adequately meets the state's transportation needs.

(c) recommendations under Subsection (1)(c) prior to November 30, 2007 to:
(i) the Executive Appropriations and Transportation Interim Committees of the Legislature; and
(ii) the Transportation Commission.

There is appropriated for fiscal year 2006-07 only,

(1) $1,500,000 to conduct the study of east-west transportation improvements in Salt Lake
County; and
(2) $50,000 to conduct the other studies required by this bill
