proposes the following amendments:

. requires the Department of Health to
, within funds appropriated by the Legislature for this
purpose, and subject to approval by the federal government,
provide home or
community-based services to

a Medicaid eligible aged person who is a resident of Utah and who qualifies to be

placed in, or remain in, a nursing home, if the person applies to receive the services
19
and the services can be provided at a cost to the state that is equal to, or less than,
50 percent of
20
the cost to the state of maintaining the person in a nursing home;
