Senator Gregory S. Bell proposes the following amendments:

  (13) By September 1, 2007, the commission shall, in accordance with Title 63, Chapter 46a, Utah Administrative Rulemaking Act, make rules concerning the process for obtaining a waiver of the solicitation or approval process consistent with this section.

Section 4. Commission issuance of protective order.
Within 30 days after the effective date of this bill, the commission shall issue the generic protective order described in Subsection 54-17-501(12).
