             7      LONG TITLE
             8      General Description:
             9          This bill establishes an ongoing appropriation to the Department of Natural Resources.
             10      Highlighted Provisions:
             11          This bill:
             12          .    defines an urban trail as a trail located in a county of the first or second class;
             12a      H. [ and ] .H
             13          .    establishes an ongoing appropriation of H. [ $500,000 ] $250,000 .H to the Department
             13a      of Natural
             14      Resources for grants to plan and develop urban trails H. [ . ] ; and
             14a          . establishes a one-time appropriation of $250,000 to the Department of Natural
             14b      Resources for grants to plan and develop urban trails. .H
             15      Monies Appropriated in this Bill:
             16          This bill appropriates:
             16a      H. . $250,000 from the General Fund for fiscal year 2008-09 only to the Department of
             16b      Natural Resources for grants to plan and develop urban trails; and .H
             17          .    as an ongoing appropriation, subject to future budget constraints, H. [ $500,000 ]
             17a      $250,000 .H to the
             18      Department of Natural Resources.

             27      Be it enacted by the Legislature of the state of Utah:
             28          Section 1. Section 63-11a-103 is amended to read:
             29           63-11a-103. Recreational trail categories.
             30          The following recreational trail categories may be established as part of the state trails
             31      system:
             32          (1) cross-state trails which connect scenic, natural, historic, geologic, geographic, or
             33      other significant features;
             34          (2) water-oriented trails providing a path to or along lakes, streams, or reservoirs;
             35          (3) scenic-access trails which give access to recreation, scenic, natural, historic, or
             36      cultural areas;
             37          (4) urban trails which connect parks, scenic and natural areas, historical sites, and
             38      neighboring communities within a county of the first or second class; and
             39          (5) interpretive trails which identify historic routes and significant natural features.
             40          Section 2. Appropriation to the Department of Natural Resources to fund urban
             41      trails.
             42          (1) H. (a) There is appropriated $250,000 from the General Fund for fiscal year
             42a      2008-09 only to the Department of Natural Resources.
             42b          (b) .H As an ongoing appropriation subject to future budget constraints, there is
             43      appropriated from the General Fund for fiscal year 2008-09, H. [ $500,000 ] $250,000 .H to the
             43a      Department of
             44      Natural Resources.
             45          (2) It is the intent of the Legislature that the Department of Natural Resources use the
             46      monies appropriated in Subsection (1) to give a grant to a local government in accordance with
             47      Title 63, Chapter 11a, Part 5, for an urban trail, a recreational trail category established in
             48      Section 63-11a-103 .
