LONG TITLE

General Description:

This bill establishes state supplemental funding for Head Start programs in Utah.

Highlighted Provisions:

This bill:
13
. appropriates money to the State Board of Education; and
14
. directs the board to provide:
15
. grants to local public and private non-profit and for-profit agencies to provide
16
school readiness services to economically disadvantaged children and families
17
in accordance with federal Head Start program performance standards; and
18
. supplemental funding to Head Start programs in Utah that are currently funded
19
by the federal government.

Be it enacted by the Legislature of the state of Utah:

Section 1. Appropriation.
31
(1) As an ongoing appropriation subject to future budget constraints, there is
32
appropriated from the Uniform School Fund for fiscal year 2008-09, S. [

] $100,000 .S to the

Board of Education.

(2) It is the intent of the Legislature that the appropriation under Subsection (1) shall
35
be:
36
(a) used to provide grants to local public and private non-profit and for-profit agencies
37
that:
38
(i) provide comprehensive child development services to economically disadvantaged
39
children and families, with a special focus on early childhood education and school readiness;
40
and
41
(ii) comply with program performance standards as provided in:
42
(A) the federal Head Start Act, as amended, 42 U.S.C. 9801 et seq.; and
43
(B) regulations that govern the activities of the Head Start program, 45 C.F.R. Parts
44
1301 through 1311;
45
(b) supplemental funding to Head Start programs in Utah that are currently funded by
46
the federal government; and
47
(c) distributed to agencies at a per child rate based on a statewide average of the federal
48
per child rate, resulting in S. [

] .S additional children receiving the comprehensive child
49
development services.

Section 2. Effective date.

This bill takes effect on July 1, 2008.
