LONG TITLE

General Description:

This bill creates the Beverley Taylor Sorenson Elementary Arts Learning Program to
11
provide grants to integrate arts teaching and learning into selected schools.

Highlighted Provisions:

This bill:

. creates the Beverley Taylor Sorenson Elementary Arts Learning Program to provide
15
grants to integrate arts teaching and learning into selected schools for students in
16
kindergarten through grade six;
17
. requires the State Board of Education to:
18
. establish a grant program for school and school district arts H. specialists and .H
18a
coordinators; and
19
. annually contract with an independent, qualified program evaluator; and
20
. requires partnerships between participating schools and certain institutions of higher
21
education for quality pre-service and in-service training, research, and leadership
22
development for arts education.

Monies Appropriated in this Bill:

This bill appropriates:
25
. as an ongoing appropriation subject to future budget constraints, $7,310,000 from
26
the Uniform School Fund for fiscal year 2008-09 to the State Board of Education;
27
. as an ongoing appropriation subject to future budget constraints, $600,000 from the
28
Education Fund for fiscal year 2008-09 to the State Board of Regents; and
29
. $1,000,000 from the Uniform School Fund for fiscal year 2008-09 only, to the State
30
Board of Education.

This bill takes effect on July 1, 2008.

Be it enacted by the Legislature of the state of Utah:

Section 1.
Section
53A-17a-154
is enacted to read:
39
53A-17a-154. Beverley Taylor Sorenson Elementary Arts Learning Program.
40
(1) The Legislature finds that a strategic placement of arts in elementary education can
41
impact the critical thinking of students in other core subject areas, including mathematics,
42
reading, and science.
43
(2) The Beverley Taylor Sorenson Elementary Arts Learning Program is created to
44
enhance the social, emotional, academic, and arts learning of students in kindergarten through
45
grade six by integrating arts teaching and learning into core subject areas.
46
(3) From monies appropriated for the Beverley Taylor Sorenson Elementary Arts
47
Learning Program, the State Board of Education shall, after consulting with the Utah Arts
48
Council and receiving their recommendations:
49
(a) establish a grant program to allow school districts and charter schools to hire 100
50
highly qualified, full-time arts H. [
coordinators
] specialists .H to be based at 100 schools;

(b) provide up to $10,000 in one-time funds for each school arts H. [
coordinator
]

specialist .H described

under Subsection (3)(a) to purchase supplies and equipment;
53
(c) establish a grant program to allow 20 school districts to hire art coordinators,
54
provided that a qualifying school district provides matching funds in an amount equal to the
55
grant amount; and

(d) annually contract with an independent, qualified evaluator, selected through a
57
request for proposals process, to evaluate the Beverley Taylor Sorenson Elementary Arts
58
Learning Program.

(4) Beverley Taylor Sorenson Elementary Arts Learning Program monies may not be
60
used to supplant funds for existing programs funded by the state, but H. [

to augment

existing programs.

(5) Schools that participate in the Beverley Taylor Sorenson Elementary Arts Learning

Program shall partner with institutions of higher education that award elementary education
64
degrees to obtain quality pre-service and in-service training, research, and leadership

development for arts education.

(6) The State Board of Education shall, after consultation with the Utah Arts Council,
67
make an annual report during the 2009, 2010, and 2011 interims to the Public Education
68
Interim Committee describing the program's impact on students in kindergarten through grade
69
six.

Section 2. Ongoing appropriations.

(1) As an ongoing appropriation subject to future budget constraints, there is
72
appropriated from the Uniform School Fund for fiscal year 2008-09, $7,310,000 to the State
73
Board of Education to fund the Beverley Taylor Sorenson Elementary Arts Learning Program
74
established in Section
53A-17a-154
.

(2) (a) As an ongoing appropriation subject to future budget constraints, there is
76
appropriated from the Education Fund for fiscal year 2008-09, $600,000 to the State Board of
77
Regents.

(b) It is the Intent of the Legislature that the appropriation under Subsection (2)(a) shall
79
be distributed to institutions of higher education that award elementary education degrees to
80
provide:
81
(i) support to partner school districts and charter schools that participate in the
82
Beverley Taylor Sorenson Elementary Arts Learning Program established in Section
83

; and
84
(ii) quality pre-service and in-service training, research, and leadership development
85
for arts education;

(c) It is the Intent of the Legislature that H. [

Section 3. One-time appropriation.

There is appropriated $1,000,000 from the Uniform School Fund for fiscal year

2008-09 only, to the State Board of Education to allocate for the purchase of supplies and
91
equipment purchase supplies in accordance with the provisions of Subsection
92
53A-17a-154
(3)(b).

Section 4. Effective date.

This bill takes effect on July 1, 2008.
