General Description:

This bill amends the Utah Human Services Code to establish a public education and
13
outreach program regarding the use of alcohol, tobacco, and other substances that are
14
harmful during pregnancy.

Highlighted Provisions:

This bill:

. directs the Division of Substance Abuse and Mental Health, within the Department
18
of Human Services, to conduct a public education and outreach program to inform
19
pregnant women, and women who may become pregnant, of the risk of using
20
substances that are harmful during pregnancy, of treatment available to avoid or
21
stop the use or abuse of these substances, and legal protections pertaining to this
22
treatment.

Be it enacted by the Legislature of the state of Utah:

62A-15-1101
is enacted to read:

Part 11. Education and Outreach

62A-15-1101. Title.

This part is known as "Education and Outreach."

Section 2.
Section
62A-15-1102
is enacted to read:

62A-15-1102. Public education and outreach regarding substances harmful
39
during pregnancy.

The division shall conduct a public education and outreach program to inform pregnant
41
women and women who may become pregnant of:
42
(1) the danger of using alcohol, tobacco, or other harmful substances during pregnancy;
43
(2) treatment and other assistance available to help women avoid or stop the use or
44
abuse of a substance described in Subsection (1); and
45
(3) legal protections provided by law or court rule that prohibit information relating to
46
treatment received under Subsection (2) from being used as evidence against the woman in
47
court.
