LONG TITLE

General Description:

This bill provides an appropriation for an incentive program for schools to use the
11
services of the Center for the School of the Future at Utah State University.
12
Highlighted Provisions:
13
This bill:
14
. appropriates money to the State Board of Education to distribute as grants to charter
15
schools and schools within school districts to pay for costs related to using the
16
services of the Center for the School of the Future at Utah State University;
17
. requires three annual reports about the incentive program; and
18
. appropriates money to Utah State University for the Center for the School of the
19
Future.

Monies Appropriated in this Bill:

This bill appropriates as an ongoing appropriation subject to future budget constraints:
22
. $250,000 from the Education Fund for fiscal year 2008-09 to the State Board of
23
Education; and
24
. $50,000 from the Education Fund for fiscal year 2008-09 to Utah State University.

Other Special Clauses:

This bill takes effect on July 1, 2008.

Be it enacted by the Legislature of the state of Utah:

Section 1.
Section
53A-17a-154
is enacted to read:
33
53A-17a-154. Center for the School of the Future Incentive Program.

(1) The Center for the School of the Future Incentive Program is created to provide a
35
financial incentive for charter schools and schools within school districts to utilize the Center
36
for the School of the Future at Utah State University established in Section
53B-18-801
.

(2) From monies appropriated for the Center for the School of the Future Incentive
38
Program, the State Board of Education shall award grants to individual charter schools and to
39
individual schools within school districts to pay for costs related to using the services of the
40
Center for the School of the Future at Utah State University.

(3) The State Board of Education shall:
42
(a) solicit proposals from the schools for the use of grant monies to facilitate the
43
adoption and implementation of the program; and
44
(b) award grants on a competitive basis.

(4) In selecting a grant recipient, the State Board of Education shall consider:
46
(a) the unique circumstances of different urban, rural, large, small, growing, and
47
declining enrollment schools; and
48
(b) providing grants to as many different schools as possible.

(5) A school may only use grant monies to provide the costs of utilizing the Center for
50
the School of the Future.

(6) The Center for the School of the Future at Utah State University shall make an
52
annual report during the 2009, 2010, and 2011 interims to the Public Education Appropriations
53
Subcommittee describing the grant program's effectiveness and its impact on schools and
54
students.

Section 2. Appropriation.

As an ongoing appropriation subject to future budget constraints, there is appropriated
57
from the Uniform School Fund for fiscal year 2008-09:
58
(1) $250,000 to the State Board of Education to fund the Elementary Education
59
Co-teaching Pilot Program created in Section
53A-17a-154
; and
60
(2) $50,000 to Utah State University for the Center for the School of the Future.

Section 3. Effective date.

This bill takes effect on July 1, 2008.
