             8      LONG TITLE
             9      General Description:
             10          This bill modifies the State Officers and Employees title by amending the duties of the
             11      attorney general to include establishing an Online Illegal Drug Activity Reporting
             12      System.
             13      Highlighted Provisions:
             14          This bill:
             15          .    requires the Attorney General to establish and maintain the Online Illegal Drug
             16      Activity Reporting System to facilitate direct online communication from the public
             17      to a local law enforcement jurisdiction for reporting illegal drug activity;
             18          .    provides for a database to identify, by municipal and county jurisdiction, each local
             19      law enforcement jurisdiction where an online report of illegal drug activity may be
             20      reported;
             21          .    allows a local law enforcement jurisdiction to be excluded from the system;
             22          .    allows the attorney general to provide a reward for reporting illegal drug activities;
             23      and
             24          .    provides certain funding provisions.

             28          This bill takes effect on July 1, 2008.

             33      Be it enacted by the Legislature of the state of Utah:
             34          Section 1. Section 67-5-26 is enacted to read:
             35          67-5-26. Online Illegal Drug Activity Reporting System -- Established --
             36      Procedures -- Funding.
             37          (1) There is established the "Online Illegal Drug Activity Reporting System" in the
             38      Office of the Attorney General. The attorney general shall establish and maintain the Online
             39      Illegal Drug Activity Reporting System to facilitate direct online communication from the
             40      public to the local law enforcement jurisdiction for reporting illegal drug activity. The Online
             41      Illegal Drug Activity Reporting System shall include a database which identifies, by municipal
             42      and county jurisdiction, each local law enforcement jurisdiction where an online report of
             43      illegal drug activity may be reported.
             44          (2) A local law enforcement jurisdiction is not required to be included in the Online
             45      Illegal Drug Activity Reporting System.
             46          (3) The Online Illegal Drug Activity Reporting System shall permit a person who
             47      wishes to report online illegal drug activity anonymously to do so.
             48          (4) Subject to funding limitations, the attorney general may provide cash awards to
             49      individuals whose report leads to an arrest or conviction.
             50          (5) The Online Illegal Drug Activity Reporting System shall be funded using monies
             51      appropriated by the Legislature.
             52          (6) The attorney general shall provide education to the public informing them on the
             53      Online Illegal Drug Activity Reporting System.
             54          Section 2. Effective date.
             55          This bill takes effect on July 1, 2008.
