8 LONG TITLE
9 General Description:
10 This bill appropriates monies for videoconferencing equipment to expand higher
11 education distance learning partnerships among Utah System of Higher Education
12 institutions.
13 Highlighted Provisions:
14 This bill:
15 . appropriates monies to the Utah Education Network to expand higher education
16 distance learning partnerships by purchasing, installing, and maintaining
17 videoconferencing equipment in classrooms of Utah System of Higher Education
18 institutions.
19 Monies Appropriated in this Bill:
20 This bill appropriates:
21 . as an ongoing appropriation subject to future budget constraints, $300,000 from the
22 General Fund for fiscal year 2007-08 to the Utah Education Network; and
23 . $4,700,000 from the General Fund for fiscal year 2007-08 only, to the Utah
24 Education Network.
25 Other Special Clauses:
26 This bill provides an immediate effective date.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Ongoing appropriation.
32 (1) As an ongoing appropriation subject to future budget constraints, there is
33 appropriated from the General Fund for fiscal year 2007-08, $300,000 to the Utah Education
34 Network.
35 (2) It is the intent of the Legislature that the appropriation under Subsection (1) shall be
36 used by the Utah Education Network to expand higher education distance learning partnerships
37 by maintaining videoconferencing equipment in classrooms of Utah System of Higher
38 Education institutions, including:
39 (a) operating costs; and
40 (b) multi-year circuit charge contracts.
41 Section 2. One-time appropriation.
42 (1) There is appropriated $4,700,000 from the General Fund for fiscal year 2007-08
43 only, to the Utah Education Network.
44 (2) It is the intent of the Legislature that the appropriation under Subsection (1) shall be
45 used by the Utah Education Network to expand higher education distance learning partnerships
46 by purchasing and installing videoconferencing equipment in classrooms of Utah System of
47 Higher Education institutions.
48 Section 3. Effective date.
49 If approved by two-thirds of all the members elected to each house, this bill takes effect
50 upon approval by the governor, or the day following the constitutional time limit of Utah
51 Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto,
52 the date of veto override.
