7 LONG TITLE
8 General Description:
9 This resolution of the House of Representatives urges the President of the United States
10 to withdraw from the North American Free Trade Agreement (NAFTA).
11 Highlighted Provisions:
12 This resolution:
13 . urges the President of the United States to provide notice of withdrawal of the
14 United States from the North American Free Trade Agreement (NAFTA).

18 Be it resolved by the House of Representatives of the state of Utah:
19 WHEREAS, the freedom enjoyed by Americans is made possible by our multi-layered
20 federal system of local, state, and national governments based on the Declaration of
21 Independence and the United States Constitution;
22 WHEREAS, according to the Department of Commerce, United States trade deficits
23 with Canada and Mexico have significantly widened since the implementation of the North
24 American Free Trade Agreement (NAFTA ) in 1993;
25 WHEREAS, according to the Economic Policy Institute, the United States
26 manufacturing sector has lost as many as 766,000 jobs since that time;
27 WHEREAS, on July 18, 1993, Henry A. Kissinger wrote in the Los Angeles Times

28 regarding NAFTA: "What Congress will have before it is not a conventional trade agreement
29 but the architecture of a new international system";
30 WHEREAS, future unrestricted foreign trucking into the United States can pose a
31 safety hazard due to inadequate maintenance and inspection, and can act collaterally as a
32 conduit for the entry into the United States of illegal drugs and terrorist activities;
33 WHEREAS, the economic and physical security of the United States is impaired by the
34 potential loss of control of its borders attendant to the full operation of NAFTA; and
35 WHEREAS, Chapter 22, Article 2205 of NAFTA states: "A Party may withdraw from
36 this Agreement six months after it provides written notice of withdrawal to the other Parties. If
37 a Party withdraws, the Agreement shall remain in force for the remaining Parties.":
38 NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the
39 state of Utah urges the President of the United States to provide written notice of withdrawal of
40 the United States from the North American Free Trade Agreement (NAFTA) in accordance
41 with Article 2205 of the Agreement.
42 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of
43 the United States, the Majority Leader of the United States Senate, the Speaker of the United
44 States House of Representatives, and to the members of Utah's congressional delegation.
