LONG TITLE

General Description:

This resolution of the Senate urges the United States Congress to pass legislation that
11
addresses the current illegal immigration crisis.

Highlighted Provisions:

This resolution:
14
. urges the United States Congress to "support and defend the Constitution of the
15
United States" by passing the necessary and appropriate legislation to resolve the
16
illegal immigration crisis;
17
. urges that the legislation should address U.S. border security, stop illegal
18
immigration, and end birthright citizenship for children of illegal immigrants; and
19
. urges that the legislation reject amnesty for illegal immigrants and cease any
20
government program or agreement that would lead to the creation of an open
21
borders North American Union.

Be it resolved by the Senate of the state of Utah:
26
WHEREAS, the United States Constitution Article IV, Sec. 4 declares, "The United
27
States shall guarantee to every State in this Union a Republican form of Government, and shall
28
protect each of them against Invasion; and on Application of the Legislature, or of the
29
Executive (when the Legislature cannot be convened), against Domestic Violence";
30
WHEREAS, even conservative estimates of the number of illegal immigrants residing in
31
the United States range from 12 million to 20 million, with some estimates as high as 30 million;
32
WHEREAS, the illegal entry into the United States by tens of millions of illegal
33
immigrants is approaching 10% of the nation's total population;
34
WHEREAS, the federal government has allowed this illegal immigration invasion to
35
occur at an accelerated pace for the last several decades;
36
WHEREAS, the North American Free Trade Agreement and the Security and Prosperity
37
Partnership of North America are being used as the legal framework to create a North American
38
Union, which would erase the national borders between the United States, Mexico, and Canada
39
and eventually permit unlimited movement of people throughout North America; and
40
WHEREAS, a condition of completely open borders throughout North America would
41
constitute the end of national independence for the United States of America, nullifying the
42
Declaration of Independence and the Constitution:

NOW, THEREFORE, BE IT RESOLVED that the Senate of the state of Utah urges the
44
United States Congress to "support and defend the Constitution of the United States" by
45
passing the necessary and appropriate legislation to resolve the illegal immigration crisis.

BE IT FURTHER RESOLVED that the Senate of the state of Utah urges that the
47
legislation should secure the United States' borders, stop illegal immigration, including ending
48
the economic incentives for illegal immigration, and end birthright citizenship for children of
49
illegal immigrants.

BE IT FURTHER RESOLVED that the Senate of the state of Utah urges the legislation
51
also reject any form of amnesty for illegal immigrants, and stop funding and dismantle or repeal
52
any government program or agreement, like the Security and Prosperity Partnership of North
53
America or the North American Free Trade Agreement, that would lead to the creation of an
54
open borders North American Union.

BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Majority
56
Leader of the United States Senate, the Speaker of the United States House of Representatives,
57
and the members of Utah's congressional delegation.
