7 LONG TITLE
8 General Description:
9 This bill appropriates monies to certain institutions within the State System of Higher
10 Education.
11 Highlighted Provisions:
12 This bill:
13 . appropriates, with the approval of the State Board of Regents, monies to the
14 University of Utah, Utah State University, Weber State University, Southern Utah
15 University, Snow College, Dixie State College of Utah, the College of Eastern Utah,
16 Utah Valley State College, Salt Lake Community College, and the Utah College of
17 Applied Technology to:
18 . improve student retention and graduation rates;
19 . advance math and science fields;
20 . improve faculty quality;
21 . promote regional economic development; or
22 . fund other institutional infrastructure priorities.
23 Monies Appropriated in this Bill:
24 This bill appropriates:
25 . as an ongoing appropriation subject to future budget constraints, $20,002,250 from
26 the Education Fund for fiscal year 2008-09 to certain institutions within the State
27 System of Higher Education.
28 Other Special Clauses:
29 This bill takes effect on July 1, 2008.

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Appropriation.
33 As an ongoing appropriation subject to future budget constraints and the approval of the
34 State Board of Regents in accordance with the provisions of Section 53B-16-102 , there is
35 appropriated from the General Fund for fiscal year 2008-09, $20,002,250 to the following
36 institutions within the State System of Higher Education to expand current degree programs,
37 establish new degree programs, or hire additional personnel:
38 (1) to the University of Utah $4,500,000 as follows:
39 (a) for improving student retention and graduation rates:
40 (i) $435,000 for enlarging high-engagement programs;
41 (ii) $300,000 for adding critical advisors;
42 (iii) $300,000 for adding additional online and other technology mediated courses; and
43 (iv) $250,000 for enhancing minority student mentoring and counseling;
44 (b) for advancement of the STEM (science, technology, engineering, and mathematics)
45 fields:
46 (i) $460,000 for upgrading and maintaining instructional labs; and
47 (ii) $140,000 for developing and operating a field station;
48 (c) for improving faculty quality:
49 (i) $400,000 for hiring additional science faculty and assistants; and
50 (ii) for the internationalization program:
51 (A) $190,000 for study and internships abroad;
52 (B) $200,000 for additional faculty for the Institute of Public and International Affairs;
53 and
54 (C) $100,000 for additional foreign language faculty;
55 (d) for regional economic development, $500,000 for faculty to enhance and expand
56 the urban planning program; and
57 (e) for other institutional infrastructure:
58 (i) $475,000 for library acquisitions;
59 (ii) $365,000 for K-12 partnerships; and
60 (iii) for facilities management:
61 (A) $300,000 for monitoring equipment and supplies; and
62 (B) $85,000 for software;
63 (2) to Utah State University $3,000,000 as follows:
64 (a) $700,000 for improving student retention and graduation rates, including:
65 (i) improving financial aid packages for targeted undergraduate students;
66 (ii) improving and expanding support for graduate students in select programs;
67 (iii) hiring additional academic advisors; and
68 (iv) expanding offerings in high demand majors to allow students to complete in a
69 timely fashion;
70 (b) $550,000 for advancement of the STEM fields, including:
71 (i) creating a new program to recruit and retain women and minority students in the
72 STEM disciplines; and
73 (ii) expanding offerings in STEM disciplines;
74 (c) $500,000 for improving faculty quality by hiring additional full-time faculty to
75 reduce reliance on adjunct instructors;
76 (d) $250,000 for other institutional infrastructure, including:
77 (i) ongoing library enhancements and acquisitions; and
78 (ii) facilities management; and
79 (e) $1,000,000 for partnerships to expand four-year degree programs to the four
80 regional campuses and with Snow College and the College of Eastern Utah;
81 (3) to Weber State University $2,000,000 as follows:
82 (a) for improving student retention and graduation rates:
83 (i) $234,000 for expanding and enhancing program services at the Davis campus;
84 (ii) $255,000 for academic advisors;
85 (iii) $360,000 for graduate programs; and
86 (iv) $155,000 for academic support;
87 (b) $550,000 for regional economic development by hiring additional full-time faculty
88 to increase the number of graduates entering the workforce in rapidly growing fields in
89 Northern Utah; and
90 (c) for partnerships:
91 (i) $231,000 for partnerships with Salt Lake Community College, including:
92 (A) construction management;
93 (B) computer science; and
94 (C) automotive technology; and
95 (ii) $215,000 for nursing and manufacturing partnerships with the Utah College of
96 Applied Technology;
97 (4) to Southern Utah University $2,000,000 as follows:
98 (a) for improving student retention and graduation rates:
99 (i) $1,103,000 for institutional enhancement;
100 (ii) $130,000 for retention;
101 (iii) $75,000 for graduation; and
102 (iv) $50,000 for participation;
103 (b) $192,000 for improving faculty quality;
104 (c) $150,000 for regional economic development; and
105 (d) for partnerships:
106 (i) $100,000 for rural education partnerships;
107 (ii) $100,000 for national park and public agencies partnerships; and
108 (iii) $100,000 for a business resource center;
109 (5) to Snow College $500,000 as follows:
110 (a) for improving student retention and graduation rates:
111 (i) $310,000 for a rural initiative to help more rural Utahns become self-sufficient
112 through participation and success in higher education, including:
113 (A) access and participation;
114 (B) advisement;
115 (C) orientation; and
116 (D) placement; and
117 (ii) $85,000 for work to learn student employment opportunities; and
118 (b) $105,000 for regional economic development for an inter-campus and distance
119 education video communication system;
120 (6) to Dixie State College of Utah $1,000,000 for improving student retention and
121 graduation rates as follows:
122 (a) improving student services, including counselors, advisors, career center job
123 placement, and recreational coordinators;
124 (b) improving campus IT;
125 (c) library enhancements; and
126 (d) additional degree programs;
127 (7) to the College of Eastern Utah $500,000 as follows:
128 (a) for improving student retention and graduation rates:
129 (i) $75,000 for enhancing distance delivery for remote sites;
130 (ii) $125,000 for enhancing services for rural and underserved populations;
131 (b) $100,000 for regional economic development by enhancing career and technical
132 services for high school students and adults; and
133 (c) for other institutional infrastructure:
134 (i) $50,000 for institutional security; and
135 (ii) $150,000 for support for financial and computer services;
136 (8) to Utah Valley State College $2,000,000 for university status as follows:
137 (a) increasing full-time faculty and aligning faculty teaching loads;
138 (b) academic advising;
139 (c) enhancing and expanding undergraduate programs;
140 (d) providing master's degree programs; and
141 (e) graduate program faculty and student support;
142 (9) to Salt Lake Community College $2,000,000 as follows:
143 (a) $300,000 for improving student retention and graduation rates, including hiring
144 additional advisors and other student support staff;
145 (b) for improving faculty quality:
146 (i) $560,000 for hiring additional full-time faculty to reduce reliance on adjunct
147 instructors;
148 (ii) $825,000 for hiring academic department chairs to increase accountability for
149 student success; and
150 (iii) $22,000 for hiring academic department support staff; and
151 (c) $293,000 for partnerships with Weber State University, including:
152 (i) hiring full-time faculty and advisors in the computer science, construction
153 management, and automotive programs at Salt Lake Community College;
154 (ii) providing joint outreach and curriculum development; and
155 (iii) funding additional instructional costs at Salt Lake Community College, including
156 program equipment; and
157 (10) to the Utah College of Applied Technology $2,502,250 as follows for regional
158 campus priorities and partnerships:
159 (a) the Bridgerland Applied Technology College Campus $400,000 for a partnership
160 with the College of Eastern Utah;
161 (b) the Ogden-Weber Applied Technology College Campus $400,000 for an expansion
162 of the LPN/RN partnership with Weber State University;
163 (c) the Davis Applied Technology College Campus:
164 (i) $307,500 for composites;
165 (ii) $39,500 for electronics; and
166 (iii) $53,000 for apprenticeships;
167 (d) the Salt Lake/Tooele Applied Technology College Campus:
168 (i) $165,000 for Tooele County CTE partnership; and
169 (ii) $60,000 for institutional support staffing;
170 (e) the Mountainland Applied Technology College Campus:
171 (i) $157,000 for apprenticeships; and
172 (ii) $153,000 for LPN program expansion;
173 (f) the Uintah Basin Applied Technology College Campus:
174 (i) $80,000 for an RN partnership with the College of Eastern Utah;
175 (ii) $150,000 for a culinary arts program; and
176 (iii) $80,000 for a CDL program expansion;
177 (g) the Southwest Applied Technology College Campus $233,750 for rural workforce
178 development; and
179 (h) the Dixie Applied Technology College Campus:
180 (i) $88,500 for graphics communication; and
181 (ii) $135,000 for building construction.
182 Section 2. Effective date.
183 This bill takes effect on July 1, 2008.
