CONCURRENT RESOLUTION ON THE
2 RECONSTRUCTION OF INTERSTATE 15

8 LONG TITLE
9 General Description:
10 This concurrent resolution of the Legislature and the Governor recognizes the
11 Department of Transportation's finance plan for the reconstruction of Interstate 15 and
12 directs the Department of Transportation to begin on the reconstruction of Interstate 15.
13 Highlighted Provisions:
14 This resolution:
15 . recognizes that the reconstruction of Interstate 15 is currently the highest priority
16 under the Transportation Commission's written prioritization process for new
17 transportation capacity projects;
18 . recognizes that the Department of Transportation's finance plan for the
19 reconstruction of Interstate 15 requires a commitment of future issuance of general
20 obligation bonds and a commitment of funds available in the Transportation
21 Investment Fund of 2005 beginning in fiscal year 2007-08; and
22 . directs the Department of Transportation to:
23 . begin on the reconstruction of Interstate 15 from the interchange at US-6 to the
24 American Fork Main Street interchange; and
25 . report to the Legislature during the 2009 General Session on the construction
26 options for Interstate 15 from the American Fork Main Street Interchange to
27 12300 South in Salt Lake County.

31 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
32 WHEREAS, in 2005, the Utah Legislature directed the Transportation Commission, in
33 consultation with Department of Transportation and Metropolitan Planning Organizations, to
34 develop a written prioritization process for the prioritization of new transportation capacity
35 projects within the state;
36 WHEREAS, the Transportation Commission determined that the reconstruction of
37 Interstate 15 in Utah County is currently the highest priority under the written prioritization
38 process for the prioritization of new transportation capacity projects;
39 WHEREAS, the Utah Legislature in 2007 Laws of Utah Chapter 206, Section 7,
40 directed the Department of Transportation to develop a finance plan and scope of work for
41 construction of Interstate 15 in Utah County; and
42 WHEREAS, the Department of Transportation has established a finance plan that
43 requires the commitment to future issuance of general obligation bonds not to exceed
44 $1,848,800,000 and the commitment of funds available in the Transportation Investment Fund
45 of 2005 beginning in fiscal year 2007-08 to begin the reconstruction of Interstate 15:
46 NOW, THEREFORE, BE IT RESOLVED, that the Legislature of the State of Utah, the
47 Governor concurring therein, directs the Department of Transportation to:
48 (1) begin the reconstruction of Interstate 15 from the interchange at US-6 to the
49 American Fork Main Street interchange in Utah County; and
50 (2) during the 2009 General Session, report to the Legislature on the construction
51 options for Interstate 15 from the American Fork Main Street interchange in Utah County to
52 the 12300 South interchange in Salt Lake County.
53 BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the chair of the
54 Transportation Commission and the executive director of the Department of Transportation.
