Mr. Speaker:

    The Business and Labor Committee recommends H.B. 53, IMPACT OF ADMINISTRATIVE RULES ON SMALL BUSINESSES, by Representative S. Clark, be replaced and reports a favorable recommendation on 1st Sub. H.B. 53, IMPACT OF ADMINISTRATIVE RULES ON SMALL BUSINESSES with the following amendments:


1.    Page 5, Lines 144 through 147 :    

             144          (7) If during the public comment period an agency receives comment that the proposed
             145      rule will cost small business more than one day's

  annual average       gross receipts, and the agency had not

             146      previously performed the analysis in Subsection (6), the agency shall perform the analysis
             147      described in Subsection (6).
