    The Natural Resources, Agriculture, and Environment Committee reports a favorable recommendation on H.B. 208, LIVESTOCK WATERING RIGHTS, by Representative M. Noel, with the following amendments:

             93          (b) (i) The Department of Agriculture and Food shall

    (A) file as a lien holder on a grazing permit with the agency responsible for managing the public land; and
    (B)  
hold the livestock watering right
