Rep. Hughes called the meeting to order at 2:19 p.m.
MOTION: Rep. Painter moved to approve the minutes of January 30, 2008. The motion
passed unanimously. Rep. Last, Rep. Lockhart, Rep. Moss, Rep. Shurtliff, and Rep. Urquhart
were absent for the vote.
H.B. 287 Regulation of Teacher - Student Relationships (Rep. S. Sandstrom)
MOTION: Rep. Frank moved to delete in title and body H.B. 287 and adopt 1st Substitute
H.B. 287. The motion passed unanimously. Rep. Last, Rep. Lockhart, Rep. Moss, Rep.
Shurtliff, and Rep. Urquhart were absent for the vote.
Rep. Sandstrom explained the subsitute bill which requires the State Board of Education to
revoke an educator's license if the educator commits a sexual offense against a minor or engages
in sexually explicit conduct with a student.
MOTION: Rep. Painter moved to pass out with a favorable recommendation 1st Substitute
H.B. 287. The motion passed unanimously. Rep. Moss was absent for the vote.
H.B. 271 Utah Purple Heart Recipients Tuition Act Amendments (Rep. R. Barrus)
Rep. Barrus introduced the bill which provides a graduate tuition waiver for Purple Heart
recipients under specified conditions.
Terry Scow, Department of Veterans' Affairs, responded to committee members' questions.
The following spoke in support of the bill:

Amanda Covington, State Board of Regents, spoke in support of the bill and
requested reimbursement for the cost of the tuition waivers.
MOTION: Rep. Frank moved to pass the bill out with a favorable recommendation. The
motion passed unanimously.
S.J.R. 1 Resolution Encouraging the Advertisement of Alternative Routes to
Teaching (Sen. M. Dayton)
Sen. Dayton introduced the resolution which encourages the advertisement of alternative routes
to teaching.
MOTION: Rep. Lockhart moved to pass the resolution out with a favorable
recommendation. The motion passed unanimously.
MOTION: Rep. Painter moved to place the bill on the consent calendar. The motion passed
unanimously.
H.B. 127 Community Council Elections (Rep. K. Sumsion)
MOTION: Rep. Sumsion moved to delete in title and body H.B. 127 and to adopt 1st
Substitute H.B. 127. The motion passed unanimously.
Rep. Sumsion explained the bill amends provisions for the election of members of school
community councils.

MOTION: Rep. Last moved to move to the next item on the agenda. The motion failed with
Rep. Last, Rep. Urquhart, Rep. Holdaway, Rep. Gowans, Rep. Shurtliff, and Rep. Moss
voting in favor of the motion.
MOTION: Rep. Urquhart moved to table the bill. The motion failed with Rep. Urquhart,
Rep. Holdaway, Rep. Gowans, Rep. Shurtliff, Rep. Moss, and Rep. Last voting in favor of the
motion.
MOTION: Rep. Anderson moved to pass the bill out with a favorable motion. The motion
failed with Rep. Frank, Rep. Sumsion, Rep. Anderson, Rep. Lockhart, Rep. Hughes, and Rep.
Painter voting in favor of the motion.
MOTION: Rep. Lockhart moved to adjourn. The motion passed with Rep. Moss, Rep.
Shurtliff, and Rep. Holdaway voting in opposition. The meeting was adjourned at 2:30 p.m.
