Rep. Donnelson called the meeting to order at 8:34 a.m..

MOTION:    Rep. Bowman moved to approve the minutes of the February 5, 2008 meeting.
The motion passed unanimously with Rep. Aagard, Rep. Fowlke, Rep. Hutchings, Rep Wiley, and
Rep. Mathis absent for the vote.

1st Sub. H.B. 75    Inventory and Review of Commercial Activities (Rep. C. Frank)

MOTION:    Rep. Oda moved to replace 1st Sub. H.B. 75 with 2nd Sub. H.B. 75. The motion passed unanimously with Rep. Aagard, Rep. Fowlke, Rep. Hutchings, Rep. Wiley, and Rep. Mathis absent for the vote.

Rep. Frank explained the bill to the committee.

MOTION:    Rep. Bowman moved to amend the bill as follows:


1.    Page 5, Line 139 :    

             139          (1) (a) There is created a Privatization Policy Board composed of
{   15   }        16       members.

2.    Page 5, Lines 146 through 147 :    

             146          (iii)
{   one   }        two       member representing public employees, from names recommended by the

             147      largest public employees' association;

The motion failed with Rep. Bowman, Rep. Hansen, and Rep. Hendrickson voting for the motion.
Rep. Fowlke, and Rep. Wiley were absent for the vote.

Spoke against the bill:    Todd Losser, UPEA

MOTION:    Rep. Oda moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowman, Rep. Hansen, and Rep. Hendrickson voting in opposition and Rep. Fowlke, and Rep. Wiley absent for the vote.
    
H.B. 80    Administrative Rule Penalty Amendments (Rep. B. Ferry)

Rep. Ferry explained the bill to the committee and distributed a handout to the committee.

MOTION:    Rep. Oda moved to pass the bill out favorably. The motion passed unanimously
        with Rep. Hutchings, Rep. Wiley, and Rep. Mathis absent for the vote.

H.B. 166    Minutes of Open and Public Meetings (Rep. M. Brown)

MOTION:    Rep. Aagard moved to replace H.B. 166 with 1st Sub. H.B. 166. The motion passed unanimously with Rep. Bowman, and Rep. Hendricksen absent for the vote.

Sen. Madsen explained the bill to the committee.

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed                  unanimously with Rep. Hutchings absent for the vote.


MOTION:    Rep. Hendrickson moved to adjourn. The motion passed unanimously with Rep.              Hutchings absent for the vote.

Rep. Donnelson adjourned the meeting at 9:31 a.m.
