Rep. Donnelson called the meeting to order at 8:38 a.m.

MOTION:    Rep. Oda moved to approve the minutes of the February 19, 2008 meeting.
        The motion passed unanimously with Rep. Fowlke absent for the vote.

Rep. Donnelson relinquished the chair to Rep. Mathis.

S.B. 78    County Personnel Management Act Amendments (Sen. W. Niederhauser) (Rep. G. Hughes)

MOTION:    Rep. Aagard moved to adopt 1st Sub. S.B. 78. The motion passed unanimously with Rep. Fowlke absent for the vote.

Sen. Niederhauser explained the bill to the committee.

MOTION:    Rep. Aagard moved to amend the bill as follows:


1.    Page 1, Line 14 :    

             14      persons appointed by an elected county officer to
  be division directors, to       administer division functions in

MOTION:    Rep. Oda moved to pass the bill out favorably. The motion passed with Rep.
        Hansen voting in opposition. Rep. Fowlke was absent for the vote.

H.B. 162    Utah School Seismic Hazard Inventory (Rep. L. Wiley)

Rep. Wiley moved to amend the bill as follows:


1.    Page 5, Lines 132 through 133 :    

             132      threshold score.
  (8) The state, a school district, a charter school, and their officers and employees are immune from suit for any injury or damage resulting from the exercise or performance or the failure to exercise or perform any action related to seismic safety as a result of the evaluations performed pursuant to this section.      

             133          Section 3. Section 63-55b-153 is amended to read:

The motion passed unanimously.
