Rep. Hunsaker opened the meeting at 8:05 a.m.

MOTION:    Rep. Froerer moved to approve the minutes of February 21, 2008. The motion passed unanimously, with Rep. Allen, Rep. Gibson, Rep. Seelig, and Rep. Shurtliff absent for the vote.

1st Sub. H.B. 422 Political Subdivision Clerk Amendments (Rep. M. Newbold)

Rep. Newbold introduced and explained the bill to the Committee. (handout)

MOTION:    Rep. Dunnigan moved to adopt 2nd Sub. H.B. 422. The motion passed unanimously, with Rep. Allen, Rep. Gibson, Rep. Seelig, and Rep. Shurtliff absent for the vote.

H.B. 435    Public Hearings on Property Tax Increases (Rep. G. Froerer)

MOTION:    Rep. Froerer moved to amend the bill as follows:

1.    Page 2, Lines 32 through 38 :    

             32      Be it enacted by the Legislature of the state of Utah:

             33          Section 1. Section 59-2-919.5 is enacted to read:
             34          59-2-919.5. Consolidated advertisement of public hearings.

H.B. 216    Annexation Revisions (Rep. B. Last)

Rep. Last introduced and explained the bill to the Committee.

MOTION:    Rep. Froerer moved to recommend H.B. 216 favorably. The motion passed unanimously.

MOTION:    Rep. Urquhart moved to place H.B. 216 on the Consent Calendar. The motion passed unanimously.

H.B. 481    Subdivision Approval Amendments (Rep. M. Noel)

Rep. Noel introduced and explained the bill to the Committee.

MOTION:    Rep. Dunnigan moved to amend H.B. 481 as follows:

1.    Page 1, Lines 12 through 15 :    

             12          .    authorizes an owner of agricultural land within counties of the

{   third,   } fourth, fifth, or

             13      sixth class to divide from the land up to six parcels of at least
{   five acres   }        one acre       each,

             14      without complying with subdivision plat requirements or county subdivision
             15      ordinances.

2.    Page 3, Lines 77 through 80 :    

             77          (B) is located in the unincorporated area of a county of the
{   third,   } fourth, fifth, or sixth

             78      class.
             79          (ii) "Minor subdivision" means a division of agricultural land:
             80          (A) to create six or fewer parcels of at least
{   five acres   }        one acre       each; and


SUBSTITUTE
MOTION:    Rep. Gibson moved a substitute motion to amend as follows:

1.    Page 1, Lines 12 through 15 :    

             12          .    authorizes an owner of agricultural land within counties of the third, fourth, fifth, or
             13      sixth class to divide from the land up to six parcels of at least
{   five acres   }        one acre      

each,


             14      without complying with subdivision plat requirements or county subdivision
