Chair VanTassell called the meeting to order at 2:40 p.m.

Approval of Minutes

    MOTION:
Sen. Davis moved to approve the minutes of the February 11, 2008 meeting.

    The motion passed unanimously with Sens. Eastman, Hickman, Niederhauser, and Walker     absent for the vote.

1.    1st Sub. H.B. 119 Controlled Substance Database Amendments
(B. Daw)

    Rep. Daw introduced the bill to the Committee.


    Erin Johnson, Utah Department of Health, Prescription Pain Medication     Program; Craig      Peterson, Utah Medical Association; Richard Nance, Director, Utah County Division of Substance Abuse; and Paul Rogers, Workers' Compensation Fund; spoke in support of the bill.

    Kent Nielson, Developer, Programmer, Foundation Systems Inc. spoke to the bill.

     MOTION: Sen. Mayne moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Walker absent for the vote.

2.    H.B. 99 Business Registration - Optional Inclusion of Ownership Data (M. Wheatley)

    
Rep. Wheatley introduced the bill and answered questions from the Committee.

    
Chris Parker, Office of Legislative Research and General Counsel, further clarified the bill.

    Nancy Mitchell, Small Business Consultant, and Stanley Ellington, Chair, Black Chamber of     Commerce, spoke in support of the bill.

    
MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously.

3.    1st Sub. H.B. 37 Utah Business Resource Centers Act (D. Clark)

    
Rep. D. Clark introduced the bill to the Committee.

    Craig Peterson, Utah Manufacturing Extension Partnership, spoke in support of the bill.

     MOTION: Sen. Niederhauser moved to pass the bill out favorably.

    The motion passed unanimously.

4.    1st Sub. H.B. 95 Document Fraud (K. Morgan)

    
Rep. Morgan introduced the bill to the Committee.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously.



5.    1st Sub. H.B. 48 Mobile Home Owners' Rights (P. Riesen)

    Rep. Riesen introduced the bill to the Committee.
    
     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously.
    
     MOTION: Sen. Hickman moved to adjourn.

    The motion passed unanimously.

    Chair VanTassell adjourned the meeting at 3:40 p.m.
