Committee Chair Knudson called the meeting to order at 2:20 p.m.

     MOTION: Sen. Hickman moved to approve the minutes of the January 25, 2008 minutes.

    The motion passed unanimously with Sen. Butters absent for the vote.

1.    S.B. 67 Protection of Constitutionally Guaranteed Activities in Certain Private
    Venues
(M. Madsen)

    Sen. Madsen explained the bill.

    The following spoke in support of the bill:

        Bill, Clayton, Gun Owner's of Utah
        Elwood Powell, Utah Sports Shooting Council


    The following spoke in opposition to the bill:

        Monica Whalen, Employers Council
        Tom Bingham, Utah Mfg. Assn.
         & Utah Petroleum & Mining Assn.     
        Steve Gunn, Gun Violence Campaign in Utah

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed with Sens. McCoy and Romero voting in opposition.

2.    S.B. 141 Water Conservancy District - Selection of Board of Trustees
    
(W. Neiderhauser)

    
The bill was not heard.

3.    H.B. 129 Appropriation for Construction of a Veterans' Nursing Home in Ogden
     (B. Dee)

    
Rep. Dee explained the bill.

    Terry Shaw, Veterans Affairs, spoke in support of the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed with Sen. Buttars absent for the vote.

4.    S.B. 144 Parameters on Governor's Ability to Enter Agreements Binding the State
     (S. Jenkins)

     MOTION: Sen. Jenkins moved to delete in title and body S.B. 144 and replace it with
    S.B. 144 1st Substitute.

    The motion passed unanimously with Sen. Butters absent for the vote.

    Sen. Jenkins explained the substitute bill.

    The following spoke in support of the bill:

        Steve Erickson, Citizens Education Project
        Gayle Ruzicka, Eagle Forum


     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed with Sen. Romero voting in opposition.

5.    S.B. 145 State Family Day Holiday (J. Hickman)

    Sen. Hickman explained the bill.

     MOTION: Sen. Buttars moved to pass the bill out favorably.

    The motion passed with Sen. Romero voting in opposition and with Sen. Buttars absent for the vote.

Sen. Hickman assumed the Chair.

6.    S.B. 147 Candidate Filing Requirements (P. Knudson)

    Sen. Knudson explained the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously with Sen. McCoy absent for the vote.

Sen. Knudson assumed the Chair.

7.    S.B. 156 Utah Relocation Assistance Act Amendments (L. Hillyard)

    Sen. Hillyard asked the Committee to adopt the following amendment to the bill:

     1. Page 2, Line 40:        After "assistance" reinstate "authorized" and

                    Delete "required"

     MOTION: Sen. Romero moved to adopt the amendment.
    
    The motion passed unanimously.

    Sen. Hillyard explained the bill.

    Craig Call spoke in support of the bill.



     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously with Sen. McCoy absent for the vote.

8.    S.J.R. 5 Joint Resolution Amending Legislative Apportionment (C. Bramble)

    
The bill was not heard.

9.    S.J.R. 6 Joint Resolution Encouraging the Governor's Board Appointments
    to Reflect Utah Geographic Balance
(D. Stowell)

    
Bill was not heard.

10.    S.R. 1 Senate Resolution Urging United States Withdrawal from Security and
    Prosperity Partnership of North America
(F. Fife)

    The bill was not heard.

     MOTION: Sen. Butters moved to adjourn.

    The motion passed unanimously.

Committee Chair Knudson adjourned the meeting at 3:40 p.m.
