Committee Chair Walker called the meeting to order at 4:17 p.m.

Approval of Minutes

MOTION: Sen. Jenkins moved to approve the minutes of the Feb. 1, 2008 meeting.

The motion passed unanimously with Sens. Dmitrich and Killpack absent for the vote.

Mark Stanley, Salt Lake City Public Utilities, requested the minutes of the January 22, 2008 meeting be corrected to state that he spoke in opposition to S.B. 127.

1.     S.B. 127 Underground Utilities Facilities Amendments (J. Greiner)

    Sen. Greiner asked the Committee to adopt a substitute bill.

     MOTION: Sen. Jenkins moved to delete in title and body S.B. 127 and replace the bill with 1st Substitute S.B. 127.

     The motion passed with Sens. Dmitrich and Killpack absent for the vote.
    
    Sen. Greiner explained the substitute bill.
    
     Ken Shulsen, Vice President, Sahara Inc - ABC Utah , spoke to the bill. He said he has some reservations with the bill but may be able to endorse it in the future.

    The following individuals spoke in opposition to the bill:

        LeGrand Bitter, Executive Director, Utah Assn. of Special Districts

     Chad Sorensen, President, Sorensen Construction , spoke in support of the bill.

     MOTION: Sen. VanTassell moved to place the bill on the Master Study List.

    The motion passed unanimously with Sen. Killpack absent for the vote.

2.    H.B. 62S01 Clean Fuel Special Group License Plate Amendments (T. Kiser)

     MOTION: Sen. VanTassell moved to amend the bill as follows:


1.    Page 6, Line 178 :    

             178      group license
  plate       under the rules made by        the       Department of Transportation; and


    The motion passed unanimously with Sen. Killpack absent for the vote.

    Rep. Kiser explained the amended bill.


     MOTION: Sen. Dmitrich moved to pass the amended bill out favorably.

    The motion passed unanimously.

MOTION: Sen. Jenkins moved to adjourn.

Sen. Walker adjourned the meeting at 5:05 p.m.
