Chair Madsen called the meeting to order at 8:36 a.m.

MOTION: Sen. Fife moved to approve minutes of the February 13, 2008, meeting.

The motion passed unanimously with Sens. Eastman, Killpack and Stowell absent for the vote.

1.     S. B. 173, Renewable Energy Provisions, by Sen. McCoy

     MOTION: Sen. Fife moved to adopt 1st Substitute S. B. 173.


    The motion passed unanimously with Sens. Eastman, Killpack and Stowell absent for the vote.

    Sen. McCoy explained 1st Substitute S. B. 173 to the committee. Questions and comments were heard from Sens. Madsen, McCoy, and Eastman.

    Speaking in favor of the bill were Christopher Thomas, Heal Utah; Barbara Bean, Intermountain Pediatric Society; Courtney Henley, Utah Moms for Clean Air and Director, Utah Physicians for a Healthy Environment; Tim Wagner, Sierra Club; and Kelly Kautsen, Senior Policy Associate, Utah Clean Energy.

    Speaking against the bill were Reed Searle, Utah Energy Users Association; Cheryl Murray, Committee of Consumer Services; Mike Peterson, Utah Rural Electric Association; Ted Rampton, Utah Associated Municipal Power Systems; and Leon Pexton, General Manager, Utah Municipal Power Agency.

    Further comments and questions were heard from Sens. Eastman, Killpack, McCoy, Fife, and Madsen.

     MOTION: Sen. Fife moved to send 1st Substitute S. B. 173 out of committee with a favorable recommendation.

    Comments to the motion were heard from Sens. Killpack, McCoy, and Fife.

    The motion failed with Sen. Fife voting aye and Sens. Madsen, Eastman, Killpack and Stowell voting nay.

2.     S. J. R. 12, Joint Resolution Honoring Hill Air Force Base's 388th and 419th Fighter Wings, by Sen. Killpack

    Sen. Killpack explained S. J. R. 12 to the committee.

     MOTION: Sen. Eastman moved to send S. J. R. 12 out of committee with a favorable recommendation.

    The motion passed unanimously.

3.     H. J. R. 4, Joint Resolution Urging School Closings to Recognize Veterans Day, by Rep. Wimmer


    Rep. Wimmer explained H. J. R. 4 to the committee. Comments were heard from Sens. Madsen and Stowell.

     MOTION: Sen. Stowell moved to send H. J. R. 4 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Killpack absent for the vote.

     MOTION: Sen. Eastman moved to adjourn.

    The motion passed unanimously with Sen. Killpack absent for the vote.

    Chair Madsen adjourned the meeting at 9:54 a.m.
