(2) The appropriation under Subsection (1) is nonlapsing.

(3) The State Board of Education shall use funds appropriated under Subsection (1) to

provide matching funds for grants awarded by the federal government or private sources to

local school districts for the purchase or retrofit of clean school buses as defined in 42 U.S.C.
