From monies appropriated in Subsection (1), the State Board of Education shall

$20,000,000 to

school district with an enrollment of 30,000 or more
students;

(ii)
$10,000,000 to
{
a
}
one
school district with an enrollment of 5,000 to
29,999 students; and

(c)

(iii)
$2,000,000 to
{
a
}
:
(A) one
rural school district with an enrollment of fewer than 5,000

students
; or
(B) a consortium of two or more rural school districts
.
(b) The State Board of Education may make grants in the amounts specified in Subsection (2)(a)
to additional school districts to the extent monies appropriated in Section (1) are available.
