10 General Description:
11 This bill authorizes the Department of Public Safety to administer and coordinate the
12 operation of a multi-agency strike force to combat violent and other major crimes
13 associated with illegal immigration and human trafficking.
14 Highlighted Provisions:
15 This bill:
16 . authorizes the Department of Public Safety to administer and coordinate the
17 operations of a multi-agency strike force to deal with crimes related to illegal
18 immigration and human trafficking;
19 . provides for voluntary participation in the strike force by officers of U.S.
20 Immigration and Customs Enforcement and state and local law enforcement
21 personnel to more effectively utilize their combined skills, expertise, and resources;
22 . provides that the strike force shall focus its efforts on detecting, investigating,
23 deterring, and eradicating violent and other major criminal activity related to illegal
24 immigration and human trafficking; and
25 . requires an annual report.
26 Monies Appropriated in this Bill:
27 This bill appropriates:
28 . as an ongoing appropriation subject to future budget constraints, $1,000,000 from
29 the General Fund for fiscal year 2009-10 to the Department of Public Safety.
30 Other Special Clauses:
31 This bill takes effect on July 1, 2009.

36 Be it enacted by the Legislature of the state of Utah:
37 Section 1. Section 53-1-106.5 is enacted to read:
38 53-1-106.5. Multi-agency strike force to combat violent and other major crimes
39 associated with illegal immigration and human trafficking.
40 (1) The Department of Public Safety is authorized to administer and coordinate the
41 operation of a multi-agency strike force to combat violent and other major crimes associated
42 with illegal immigration and human trafficking within the state.
43 (2) The department shall invite officers of the U.S. Immigration and Customs
44 Enforcement and state and local law enforcement personnel to participate in this mutually
45 supportive, multi-agency strike force to more effectively utilize their combined skills,
46 expertise, and resources.
47 (3) The strike force shall focus its efforts on detecting, investigating, deterring, and
48 eradicating violent and other major criminal activity related to illegal immigration and human
49 trafficking.
50 (4) The strike force shall make an annual report on its activities to the governor and the
51 Legislature's Law Enforcement and Criminal Justice Interim Committee by December 1,
52 together with any proposed recommendations for modifications to this section.
53 Section 2. Appropriation.
54 As an ongoing appropriation subject to future budget constraints, there is appropriated
55 from the General Fund for fiscal year 2009-10, $1,000,000 to the Department of Public Safety
56 to help fund the efforts of the multi-agency strike force referred to in Section 53-1-106.5 .
57 Section 3. Effective date.
58 This bill takes effect on July 1, 2009.
