General Description:

This bill creates the Utility Transmission Corridor Siting Task Force.

Be it enacted by the Legislature of the state of Utah:

Section 1. Utility Transmission Corridor Siting Taskforce -- Creation --
30
Membership -- Interim rules followed -- Compensation -- Staff.

(1) There is created the Utility Transmission Corridor Siting Task Force consisting of
32
the following nine members:
33
(a) three members of the Senate appointed by the president of the Senate, no more than
34
two of whom may be from the same political party; and
35
(b) six members of the House of Representatives appointed by the speaker of the
36
House of Representatives, no more than four of whom may be from the same political party.

(2) (a) The president of the Senate shall designate a member of the Senate appointed
38
under Subsection (1)(a) as a cochair of the committee.
39
(b) The speaker of the House of Representatives shall designate a member of the House
40
of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
41
(3) In conducting its business, the committee shall comply with the rules of legislative
42
interim committees.
43
(4) Salaries and expenses of the members of the committee shall be paid in accordance
44
with Section
36-2-2
and Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
45
Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
46
Sessions.

(5) The Office of Legislative Research and General Counsel shall provide staff support
48
to the task force.

Section 2. Duties -- Interim report.
50
(1) The committee shall:
51
(a) review how other states review and designate transmission corridor siting;
52
(b) study the current statutory process for resolving public utility corridor construction
53
and installation issues; and
54
(c) review and make recommendations on the following issues:
55
(i) whether a state agency, special commission, local governments, or other body
56
should review and designate a transmission corridor route;
57
(ii) what process, including siting criteria, should be used to designate a transmission
58
corridor route; and
59
(iii) whether large or smaller transmission corridors are beneficial to the state.
60
(2) In performing its duties described in Subsection (1), the task force may consult
61
with:
62
(a) local political subdivisions;
63
(b) electric utilities;
64
(c) utility regulating agencies; and
65
(d) other persons or entities that the task force determines.

(3) A final report, including any proposed legislation shall be presented to the Public
67
Utilities & Technology Interim Committee before November 30, 2009.

Section 3. Appropriation.

There is appropriated from the General Fund for fiscal year 2009-10 only:
70
(1) $6,300 to the Senate to pay for the compensation and expenses of senators on the
71
committee; and
72
(2) $12,600 to the House of Representatives to pay for the compensation and expenses
73
of representatives on the committee.

Section 4. Repeal date.
75
This bill is repealed on November 30, 2009.
