Rep. Dunnigan called the meeting to order at 8:10 a.m.

MOTION:    Rep. Webb moved to approve the minutes of the January 27, 2009 meeting. The motion passed unanimously, with Rep. Clark, Rep. Garn, Rep. Morley, and Rep. Painter absent for the vote.

H.B. 78    Utah Uniform Securities Act Modifications (Rep. J. Bird)

Rep. Bird presented the bill to the committee.

MOTION:    Rep. Webb moved to pass the bill out favorably. The motion passed unanimously, with Rep. Clark, Rep. Froerer, Rep. Garn, Rep. Morley, and Rep. Painter absent for the vote



H.B. 266    Wrongful Lien Amendments (Rep. G. Froerer)

Rep. Froerer presented the bill to the committee with the assistance of Mel Smith, private attorney, Ogden City.

Rep. Dunnigan relinquished the chair to Rep. Painter

MOTION:    Rep. Froerer moved to amend the bill as follows:

1. Page 2, Lines 38-39:         After "includes" delete "a grantor of a deed conveying title to a person who holds or possesses a present, lawful property interest in certain real property" and insert " any grantor in the chain of the title in certain real property."    

The motion to amend passed unanimously, with Rep. Garn and Rep. Morley absent for the vote.

MOTION:    Rep. King moved to pass the bill out favorably. The motion passed unanimously, with Rep. Morley absent for the vote.

H.B. 243    Rental Restrictions on Condominiums and Common Interest Communities (Rep. G. Froerer)

Rep. Froerer presented the bill to the committee.

MOTION:    Rep. Morley moved to pass the bill out favorably. The motion passed unanimously.
    
H.B. 121    Retired Volunteer Health Care Practitioner Act (Rep. M. Brown)

Rep. Brown presented the bill to the committee with assistance of Dr. John Hanrahan, family practice physician.

MOTION:    Rep. Clark moved to adopt 2nd Substitute H.B. 121. The motion passed unanimously, with Rep. Froerer absent for the vote.

MOTION:    Rep. Gibson moved to pass the bill out favorably. The motion passed

unanimously.

MOTION:    Rep. Garn moved to adjourn the meeting. The motion passed unanimously.
