Rep. Frank called the meeting to order at 8:07 a.m.

MOTION:    Rep. Mathis moved to approve the minutes of the February 6, 2009 meeting. The motion passed unanimously with Rep. Aagard, Rep. Bird, Rep. Wiley, and Rep. Grover absent for the vote.


S.B. 122    Uniform State Law - Uniform Unsworn Foreign Declarations Act (Sen. L. Hillyard)

Sen. Hillyard explained the bill.

MOTION:    Rep. Bigelow moved to pass S.B. 122 with a favorable recommendation. The motion passed unanimously with Rep. Bird, Rep. Wiley, and Rep. Grover absent for the vote.
        

H.B. 297    Budgetary Procedures Act Recodification (Rep. R. Bigelow)

MOTION:    Rep. Bigelow moved to amend the bill as follows:

1.    Page 316, Line 9791 through Page 317, Line 9813 :    

             9791          63J-1-102. Definitions.
             9792          (1)
{   (a)   } "Dedicated credits" means collections by an agency that are

deposited directly


             9793      into an account for expenditure on a separate line item and program.
             9794          
{   (b) "Dedicated credits" includes federal revenues that are deposited into an agency

             9795      account for expenditure on a separate line item and program.  
}
 

    (2) "Federal revenues" means collections by an agency from a federal source that are deposited directly into an account for expenditure on a separate line item and program.

{   (2)   }        (3)       "Fixed collections" means collections that are:

             9797          (a) fixed at a specific amount by law or by an appropriation act; and
             9798          (b) required to be deposited into a separate line item and program.

{   (3)   }        (4)       "Free revenue" includes:

             9800          (a) collections that are required by law to be deposited in:
             9801          (i) the General Fund;
 

    (ii) the Education Fund;

{   (ii)   }        (iii)       the Uniform School Fund; or

{   (iii)   }        (iv)       the Transportation Fund;

             9804          (b) collections that are not otherwise designated by law;
             9805          (c) collections that are not externally restricted; and
             9806          (d) collections that are not included in an approved work program.

{   (4)   }        (5)       "Major revenue types" means:

             9808          (a) free revenue;
             9809          (b) restricted revenue;
             9810          (c) dedicated credits; and
             9811          (d) fixed collections.

{   (5) "Restricted fund" means a fund or subfund that contains monies that are set aside

             9813      for a specific program or purpose.

The motion to amend the bill passed unanimously with Rep. Bird and Rep. Grover absent for the vote.

H.B. 272    Utah Scenic Byway Designation Amendments (Rep. C. Herrod)

MOTION:    Rep. Mathis moved to amend the bill as follows:

1.    Page 1, Lines 21 through 23 :    

             21          .    provides that non-scenic areas of existing state scenic byways
  , National Scenic Byways, and All-American Roads       shall be segmented;

             22          
{   .    provides that the Utah State Scenic Byway Committee shall apply for segmentation

             23      of non-scenic areas on existing National Scenic Byways or All-American Roads;  
}

             66          (4) (a) A non-scenic area that was designated as a state scenic byway
  , National Scenic Byway, or All-American road       prior to the

             67      effective date of this bill shall be segmented.

{   (b) The committee shall apply for segmentation of a non-scenic area that was

             69      designated as a National Scenic Byway or All-American Road prior to the effective date of this

MOTION:    Rep. Hansen moved to pass H.B. 272 with a favorable recommendation. The motion passed with Rep. Aagard, Rep. Mathis, and Rep. Wiley voting in opposition to the motion. Rep. Bigelow was absent for the vote.


H.B. 291    County Personnel Amendments (Rep. B. King)

Rep. King explained the bill, assisted by John Mathews, Human Resources Director, Salt Lake County.

Rep. Frank relinquished the chair to Rep. Grover.

MOTION:    Rep. Wiley moved to pass H.B. 291 with a favorable recommendation. The motion passed unanimously with Rep. Bigelow and Rep. Mathis absent for the vote.

MOTION:    Rep. Wiley moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Bigelow and Rep. Mathis absent for the vote.

Rep. Frank resumed the chair.

MOTION:    Rep. Aagard moved to saunter. The motion passed unanimously with Rep. Bigelow absent for the vote. The committee reconvened at 9:43 a.m.


H.B. 141    Billboard Amendments (Rep. C. Frank)

This bill was not heard.




H.R. 2        Ecumenical Patriarch House Resolution (Rep. G. Hughes)

Rep. Hughes explained H.R. 2 to the committee, assisted by Chris Gamvroulas of the Greek Orthodox Church in Salt Lake City, who provided a handout to committee members.

Spoke to the resolution:    Father Michael Kouremetis, pastor of the Prophet Elias Greek Orthodox Church in Salt Lake City

MOTION:    Rep. Hansen moved to pass H.R. 2 with a favorable recommendation. The motion passed unanimously with Rep. Bigelow and Rep. Hendrickson absent for the vote.
