Rep. Grover called the meeting to order at 9:04 a.m.

MOTION:    Rep. Hansen moved to approve the minutes of the February 17, 2009 meeting. The motion passed unanimously with Rep. Wiley absent for the vote.

H.B. 312    Amended Campaign Finance Filings (Rep. S. Allen)

Rep. Allen explained the bill to the committee, providing two handouts to committee members.

Spoke to the bill:    Michael Cragun, Lieutenant Governor's Office

MOTION:    Rep. Wiley moved to pass the bill with a favorable recommendation. The motion passed unanimously.

H.B. 323    Amendments Regarding Notice on Utah Public Notice Website (Rep. B. Winn)

MOTION:    Rep. Frank moved to amend the bill as follows:

1.    Page 5, Line 130 :    

             130      Subsection (2)(b)(iii)(C)(V)(Aa)
  or for a private entity       ;


The motion to amend the bill passed unanimously with Rep. Hendrickson absent for the vote.


Rep. Winn explained the bill, assisted by Mike Mower, Governor's Office.

MOTION:    Rep. Frank moved to pass the bill as amended with a favorable recommendation. The motion passed unanimously.

H.B. 390    Absentee Ballot Amendments (Rep. J. Mathis)

Rep. Mathis explained the bill to the committee, assisted by Mike Wilkins, Uintah County Clerk Auditor.

Spoke in opposition to the bill:    Jason Yocom, Chief Deputy Clerk, Salt Lake County

Spoke in favor of the bill:    Scott Hogensen, Chief Deputy Clerk Auditor, Utah County
                Del Barney, Deputy Clerk Auditor, Wasatch County

MOTION:    Rep. Aagard moved to pass the bill with a favorable recommendation. The motion passed with Rep. Hansen, Rep. Hendrickson, and Rep. Wiley voting in opposition to the motion.

H.J.R. 17    Joint Resolution Urging Congressional and Presidential Opposition to Federal Bailouts and Promotion of Fiscal Responsibility (Rep. C. Frank)

This resolution was not heard.

MOTION:    Rep. Hendrickson moved to adjourn. The motion passed unanimously.

Rep. Grover adjourned the meeting at 9:59 a.m.
