Rep. Frank called the meeting to order at 9:15 a.m.


MOTION:    Rep. Mathis moved to approve the minutes of the February 23, 2009 meeting. The motion passed unanimously with Rep. Wiley absent for the vote.

Rep. Frank relinquished the chair to Rep. Grover.


H.J.R. 17    Joint Resolution Urging Congressional and Presidential Opposition to Federal Bailouts and Promotion of Fiscal Responsibility (Rep. C. Frank)

Rep. Frank explained the resolution to the committee.

Spoke in favor of the resolution:    Casey Jackson, Independence Caucus
                    Holly Richardson, Independence Caucus

MOTION:    Rep. Mathis moved to pass H.J.R. 17 with a favorable recommendation. The motion passed with Rep. Wiley voting in opposition to the motion.

H.B. 311    Utah State Railroad Museum Authority (Rep. N. Hansen)

MOTION:    Rep. Hansen moved to delete in title and body H.B. 311 and replace it with 1st Substitute H.B. 311. The motion passed unanimously with Rep. Bird absent for the vote.

MOTION:    Rep. Hansen moved to amend the substitute bill as follows:

1.    Page 3, Lines 58 through 59 :    

             58          (c) the executive director of the

{   Department of Transportation   }        Utah Transit Authority       or the        executive       director's

             59      designee; and

The motion to amend the bill passed unanimously with Rep. Frank absent for the vote.

Rep. Hansen explained the substitute bill as amended to the committee. He was assisted by Jack McDonald, board chairman, Ogden Union Station Foundation, who provided a handout to committee members.

MOTION:    Rep. Wiley moved to pass 1st Substitute H.B.311 as amended with a favorable recommendation. The motion passed unanimously with Rep. Bird absent for the vote.


MOTION:    Rep. Grover moved to adjourn. The motion passed unanimously with Rep. Bird absent for the vote.

Rep.Grover adjourned the meeting at 9:57 a.m.
